Business setup in Abu Dhabi gives you full foreign ownership across 1,105 mainland activities and three separate registries in one emirate: the mainland through ADRA, the free zones, and Abu Dhabi Global Market with its own registrar and English common law. Profits are taxed at 0% on the first AED 375,000.
The hard part is choosing the route. The three registries do not share rules, fees or paperwork, and the wrong pick shows up later as a tax charge, a visa you cannot issue or a lease you never needed. Published prices are thin outside ADGM and Masdar City, so most quotes are agent packages rather than government fees.
This is where we come in. We form the company ourselves, so the whole job runs through one team: the route, the activity list, the KYC pack, the documents and every filing up to the licence. Our fee starts from EUR 1,899 and the government side is quoted separately. Tell us what the business does, and we get it done.

Why Set Up a Business in Abu Dhabi
Founders pick Abu Dhabi for four reasons: full foreign ownership on the mainland, three registries with different rules, tax that starts at 0%, and licence routes that do not all demand an office. The Abu Dhabi Media Office reports a 29% rise in new economic licences across 2025 and a further 21% rise in the first quarter of 2026.
Full Foreign Ownership Across 1,105 Activities
Federal Decree-Law No. 26 of 2020 removed the requirement for a majority Emirati shareholder, and Abu Dhabi opened 1,105 economic activities to full foreign ownership. No local partner, no sponsor, no extra fee. A short list of strategic activities still carries conditions, so we check yours first. Our guide to types of companies in the UAE sets out how the legal forms differ.
Three Registries in One Emirate
Abu Dhabi gives you three different systems rather than one authority and a menu of zones. The mainland sits with the Abu Dhabi Registration and Licensing Authority, known as ADRA, served through the TAMM portal. The free zones each run their own register. Abu Dhabi Global Market has its own Registration Authority, its own courts and English common law.
Business Setup in Abu Dhabi
Business setup in Abu Dhabi is straightforward once the route and the activity list are right. This is the work we take on for you.
- Route decided first: Mainland, free zone or ADGM, chosen against what you sell.
- 100% ownership checked: We confirm your activity is open before you pay anything.
- Formed in about a week: One price from EUR 1,899, government fees shown separately.
- KYC pack prepared: One document list per owner, checked before anybody sends it.
- Office rule handled: Tawtheeq lease, flexi desk or a licence that needs neither.
- Visas and card sorted: Establishment card first, then each residence visa.
- One team, no email chains: One contact from the first call to the open account.
Corporate Tax at 0% Then 9%
A company here pays 0% corporate tax on its first AED 375,000 of taxable income and 9% above that. A free zone or ADGM company meeting every Qualifying Free Zone Person condition pays 0% on qualifying income instead. Small Business Relief treats revenue of AED 3 million or less as no taxable income, and Ministerial Decision No. 131 of 2026 extended it to 31 December 2029.
A Licence That Can Start Without an Office
The Tajer Abu Dhabi licence needs no office lease for the first three years and is issued on an Emirates ID. Free zone packages start on a desk rather than a unit. The office is usually the largest line in the first year, and here you can defer it on some routes.
Abu Dhabi Mainland vs Free Zone vs ADGM
The mainland lets you sell anywhere in the UAE and bid for government work. A free zone gives full ownership, a cheaper start and a boundary on onshore trade. ADGM gives English common law and the structures funds and holding companies use.
Factor | Mainland | Free zones | ADGM |
|---|---|---|---|
Registry | ADRA, through TAMM | Each zone runs its own | ADGM Registration Authority |
Selling onshore | Direct, no distributor | Mainland agent or a dual licence | As restricted as a free zone |
Office rule | Tawtheeq lease, except a Tajer licence for 3 years | Desk or unit in the zone | Office inside ADGM |
Published fees | Tajer licence AED 790 to AED 5,500 | Masdar City Start Lite AED 7,000 a year | USD 5,800 to register, USD 5,300 a year |
Best for | Retail, contracting, services sold onshore | Trading, industry, media, technology | Funds, holding companies, SPVs |
The onshore selling point decides it more often than tax does. If your customers are UAE businesses or government bodies buying directly, Abu Dhabi mainland business setup is the honest answer. If you export, manufacture or hold assets, a free zone or ADGM is cheaper.
Mainland Company Formation in Abu Dhabi
Mainland company formation in Abu Dhabi means an economic licence from ADRA covering the activities you register, tied to a lease registered on Tawtheeq. You can invoice any UAE customer, take government contracts and open branches in other emirates. The trade off in mainland company formation in Abu Dhabi is the lease and the extra approvals some activities need. Read more: mainland company formation in the UAE.
When a Free Zone Fits Better
A zone issues its own licence and controls its own visa quota, so you keep full ownership, start on a desk and usually see a published price. What you give up is direct onshore selling: a free zone company that wants UAE customers appoints a mainland distributor or adds a dual licence. Read more: free zone company formation in the UAE.
When ADGM Is the Right Registry
Business setup in Abu Dhabi Global Market applies English common law directly rather than transposing it, runs its own courts and registers companies through its own Registration Authority. It is the only Abu Dhabi route with a fully published schedule of fees.

Company Formation in Abu Dhabi Mainland
Company formation in Abu Dhabi mainland runs through ADRA, which the Department of Economic Development launched in January 2025 to bring registration, licensing and business regulation into one body. Every step of company formation in Abu Dhabi mainland is filed on TAMM, from the trade name search to the renewal.
The Licence Types ADRA Issues
ADRA issues and renews economic licences, registers trade names and runs consumer rights inspections. It does not publish a commercial, professional and industrial split the way some emirates do. It lists licence types by who holds them: the Standard Licence, the Tajer licence, the Dual Licence for a free zone company working outside its zone, the Freelancer Licence, the Mobdea Licence for Emirati women with 44 activities, the Virtual Licence for people living abroad, and the Small Producers Licence. Classification still drives approvals: tourism needs the Department of Culture and Tourism, and an e-commerce licence has its own conditions.
Abu Dhabi LLC Company Formation
Abu Dhabi LLC company formation gives you a company under the Commercial Companies Law where liability is limited to each owner's share of the capital, one shareholder is enough, and there is no federally mandated minimum capital for most activities. LLC company formation in Abu Dhabi is what most trading, contracting and service businesses use, and the form a UAE bank is most comfortable with. Abu Dhabi LLC company formation runs through a notarised memorandum and ends with a licence naming every activity.
Tawtheeq and the Office Requirement
Tawtheeq is the Abu Dhabi lease registration system run by the Department of Municipalities and Transport, and it is why the office comes before the licence in company formation in Abu Dhabi mainland. A commercial tenancy has to be registered on it, and TAMM links a registered contract to a licence, including one contract to several. No registered lease, no standard licence.
The Tajer Abu Dhabi Licence
The Tajer Abu Dhabi licence is the cheapest legitimate way into the emirate. It is issued on an Emirates ID alone, covers around 1,200 activities with six in the base licence and more at AED 100 each, and needs no office lease for three years. Fees run from AED 790 to AED 5,500. It is open to UAE nationals, residents and GCC nationals only, the catch for a founder with no UAE residence.
Abu Dhabi Mainland Business Setup
Abu Dhabi mainland business setup is very manageable when the activity list and the lease are settled first. This is the work we take on.
- Activity list built first: Every activity mapped before the file is opened.
- ADRA filing handled: Trade name, approvals and the economic licence through TAMM.
- Memorandum drafted: Shares, managers and signing powers set out properly.
- Tawtheeq lease linked: The registered tenancy tied to the licence so nothing stalls.
- Government work ready: A licence that can invoice and tender directly.
- Renewals tracked: Licence, lease and card dates on our calendar.
- Clear pricing, no surprises: Our fee from EUR 1,899, government fees itemised.
Free Zone Business Setup in Abu Dhabi
Abu Dhabi runs a few large, specialised zones rather than Dubai's long menu, so the choice is usually obvious once the activity is clear. Agents spell it both ways, so freezone business setup in Abu Dhabi and free zone business setup in Abu Dhabi mean the same thing.
KEZAD
KEZAD, the Khalifa Economic Zones Abu Dhabi group run by AD Ports Group, is the industrial and logistics answer, covering Khalifa Port, warehousing, manufacturing plots and a customs linked free zone area. It publishes no package price, because most clients lease land or warehouse space, so treat any KEZAD figure as a proposal.
Masdar City Free Zone
Masdar City is the sustainability and technology zone, and the one Abu Dhabi zone with published entry pricing. Its Start Lite package is AED 7,000 a year, permits two activities subject to approval, carries one visa allocation, waives the registration fee and excludes the lease. That is the cheapest published route into free zone business setup in Abu Dhabi.
twofour54
twofour54 is Abu Dhabi's media and creative free zone and now sits inside the ADNEC Group. It licenses media, entertainment and gaming businesses and runs a three step setup: company information, office type, then reviews and pre approvals. It publishes no tariff, so any twofour54 price is a quote. Read more: our Dubai free zone guide.
Business Setup in Abu Dhabi Airport Free Zone
Business setup in Abu Dhabi Airport Free Zone suits air freight, aviation services, logistics and light assembly inside the airport perimeter at Zayed International. Abu Dhabi Airports prices Abu Dhabi Airport Free Zone company formation on the space rather than a package, as KEZAD does. Business setup in Abu Dhabi Airport Free Zone is worth the enquiry when your goods or engineers move by air.
Choosing Between the Zones
Pick the zone for the activity, not the price. Freezone business setup in Abu Dhabi goes wrong when a founder takes the cheapest desk in a zone whose licence does not cover the business. Activity list first, visa allocation second, price third. Read more: opening a free zone company bank account in the UAE.

Business Setup in Abu Dhabi Global Market
Abu Dhabi Global Market is an international financial centre with its own Registration Authority, its own courts and English common law applied directly. Business setup in Abu Dhabi Global Market is the route for holding companies, special purpose vehicles and funds.
What ADGM Fees Actually Are
Business setup in Abu Dhabi Global Market got cheaper for most companies when ADGM revised its commercial licence fees from 1 January 2025. A non-financial company now pays USD 5,000 to register and USD 5,000 a year to renew, down from USD 10,000 and USD 8,000. A retail licence is USD 2,000 either way, down from USD 6,000 and USD 4,000. A financial licence went up, to USD 20,000 then USD 15,000 a year. Technology and fintech startups pay USD 1,500, and the special purpose vehicle fee stayed at USD 1,900.
What a Private Company Costs to Register
On ADGM's schedule of fees, a private company limited by shares in the non-financial category comes to USD 5,800 in year one: USD 200 name reservation, USD 300 incorporation application, USD 200 commercial licence, USD 4,800 category B activity fee and USD 300 data protection. Renewal is USD 5,300 and the annual return USD 100. Anything taking client money or managing assets needs separate authorisation from the Financial Services Regulatory Authority, as our guide to a fintech licence in the UAE shows.
The ADGM Special Purpose Vehicle
The ADGM special purpose vehicle is what most non-financial founders come for. At USD 1,900 a year it is the cheapest way to hold shares, property or an investment under common law in the region, and it is widely used for joint ventures. If the concept is new, start with what a special purpose vehicle is, then compare setting up a holding company in Dubai.
Company Formation in Abu Dhabi Offshore
There is no offshore registry in Abu Dhabi. Company formation in Abu Dhabi offshore is a phrase carried over from RAK ICC, JAFZA Offshore and Ajman Offshore, the three UAE offshore registers, none of which sits here. It therefore means one of two things: an ADGM special purpose vehicle, or an offshore company registered in another emirate and used from here. Read more: offshore company setup in the UAE and offshore company formation in Dubai.
Company Formation in Abu Dhabi for Non-Residents
Company formation in Abu Dhabi for non-residents is normal work, not an exception. There is no residency test in a free zone or ADGM company, and full foreign ownership removed the last mainland barrier.
Which Routes Accept an Owner Abroad
Free zone and ADGM companies accept non-resident shareholders and directors as routine, and so does the mainland since the ownership reform. The Tajer Abu Dhabi licence is the exception, limited to UAE nationals, residents and GCC nationals. ADRA issues a Virtual Licence aimed at people living abroad. Read more: setting up a company as a non-resident.
Where the Company Is Managed
A UAE company can still be taxed where its directors sit. If every real decision is taken at home, that country may treat the company as tax resident there, and controlled foreign company rules can tax profits it retains. This is the most expensive thing to get wrong and the cheapest to plan, so we settle the board before anything is filed.
Opening the Account From Abroad
UAE banks are slow with a new company whose owners live elsewhere and which has no resident signatory, so the account is planned alongside the company. Our regulated banking partners open multi-currency accounts remotely in days. Read more: opening a business bank account in Dubai for non-residents, which sets out the same obstacles a bank raises here.
Abu Dhabi Business Setup From Abroad
You can complete an Abu Dhabi business setup without living in the UAE and usually without travelling. We run every step for you.
- No residency rule: Free zone, ADGM and mainland companies all accept owners abroad.
- Legalisation started early: Embassy and Ministry attestation begun on day one.
- Route matched to status: We flag the licences a non-resident cannot use.
- Home tax checked first: Where the board meets is planned before the company exists.
- Remote account opening: Our partners open multi-currency accounts without a visit.
- Across time zones: One team keeps every owner's documents moving.
How to Register a Company in Abu Dhabi
The sequence is the same on every route, and the order matters because each step unlocks the next. It runs from the route decision to the licence, then to the establishment card, the visas and the tax registrations.
Decide the Route and the Activities
First the registry, then the activity list. The registry follows the customers: onshore buyers point to the mainland, exports and holding structures to a free zone or ADGM. The activity list follows the business, in the registry's own wording. Getting it wrong forces an expensive amendment later.
Reserve the Trade Name and Get Initial Approval
The trade name is reserved on TAMM for a mainland company, or with the zone or ADGM on the other routes. Names cannot conflict with an existing registration or imply a regulated activity you are not licensed for. Initial approval confirms no objection to the owners and activities before you spend on premises.
Sign the Memorandum and Register the Lease
The memorandum sets out the shares, the managers and who can sign, and it is notarised for a mainland LLC. In parallel the premises are arranged: a Tawtheeq registered lease, a desk agreement in a free zone, or an ADGM office. The two are linked, so a delay in one holds up the other. Once both are in place the fees are paid and the licence is issued.
Establishment Card, Visas and Tax Registration
After the licence comes the establishment card, which allows the company to sponsor people, then each residence visa. Corporate tax registration follows within three months of incorporation, and VAT once you cross the threshold. New business setup in Abu Dhabi is not finished at the licence, and the weeks after are where most founders lose time.
Documents Needed for Abu Dhabi Business Setup
The list is short for individuals and long for corporate shareholders. Every page is checked before filing, because a mismatch between two documents is the commonest cause of a query.
For Each Individual Owner and Manager
A passport copy valid for at least six months, a passport photograph on a plain background, proof of address, and a UAE visa page and Emirates ID where the person is resident. Names must match across every document, including middle names and their order.
For a Corporate Shareholder
A certificate of incorporation, the constitutional documents, a certificate of good standing where the company is over a year old, a board resolution approving the new company, and proof of who owns it. These are notarised at home, legalised by the UAE embassy and attested by the Ministry of Foreign Affairs, the commonest reason a timeline slips. Source of funds is evidence rather than a statement, and the ultimate beneficial owner is identified at the top.
For the Company Itself
Two or three trade name options, the activity list, the share structure, the proposed manager and a plain description of the business: what it sells, to whom, in which countries and how the money moves. That description is reused almost word for word in the bank application. See the documents required to open a business bank account in the UAE for what the bank adds.
Business Setup Cost in Abu Dhabi in 2026
Our business setup services in Abu Dhabi start from EUR 1,899, confirmed in writing before you pay. That covers the route and activity advice, your KYC pack, the documents, the filings with ADRA, the zone or ADGM, and the follow-up to the licence. Government and zone fees are paid to them at their published prices. Trusts, foundations, funds and regulated activities are quoted separately and cost more.
The business setup cost in Abu Dhabi depends far more on the route than on the company. The table is a first year for a small company with one owner and one visa.
Cost item | When it is paid | Typical amount | What it covers |
|---|---|---|---|
Abu Dhabi business setup with Binderr | Once, before filing | From EUR 1,899 | Route advice, KYC pack, documents, filings and follow-up to the licence |
Licence and registration on your route | Yearly, to ADRA, the zone or ADGM | AED 790 to AED 5,500 on a Tajer licence, AED 7,000 on Masdar City Start Lite, or USD 5,800 at ADGM | Paid to the registry: the licence that lets the company trade |
Office, desk or Tawtheeq lease | Yearly | Nothing for 3 years on a Tajer licence, otherwise about AED 5,000 to AED 25,000 as a planning range | The address the licence and quota are tied to |
Establishment card | Yearly, after the licence | About AED 1,500 to AED 2,500 as a planning range | The card that lets the company sponsor visas |
First residence visa | Per person, after the card | About AED 4,000 to AED 6,000 as a planning range | Entry permit, medical, Emirates ID, stamping |
Bookkeeping, the tax return and any audit | Yearly | About AED 10,000 to AED 22,000 as a planning range | The return due 9 months after the year end, plus audited statements where 0% status needs them |
Business account with our banking partners | Monthly | About EUR 30 to EUR 100 on a published plan | Multi-currency account with real IBANs |
Realistic first-year total | Year one | From EUR 1,899 with us, plus about AED 20,000 to AED 55,000 | Our fee, the licence, the space, one visa, the accounts |
Only three lines of the business setup cost in Abu Dhabi come from an official tariff: the Tajer range published by ADRA, the Masdar City package and the ADGM schedule of fees. Everything else is a planning range confirmed in your quote.
First-Year Business Setup Cost in Abu Dhabi by Profile
The route, the office and the visa count move the number more than anything else, and these ranges use the same figures as the table above.
Company profile | Realistic first year | What drives the cost |
|---|---|---|
Resident or Emirati trader on a Tajer licence | From EUR 1,899, plus about AED 5,000 to AED 12,000 | The AED 790 to AED 5,500 licence, no office, one visa |
Single-owner free zone company on a desk | From EUR 1,899, plus about AED 20,000 to AED 35,000 | The AED 7,000 Masdar City package, the card and one visa |
Mainland LLC with an office and three visas | From EUR 1,899, plus about AED 45,000 to AED 90,000 | The licence, the Tawtheeq lease, the card and each visa |
ADGM non-financial company | From EUR 1,899, plus USD 5,800 in year one and USD 5,300 a year after | ADGM fees, the office and data protection registration |
ADGM special purpose vehicle or holding company | From EUR 1,899, plus USD 1,900 a year | The SPV fee, a registered office and a service provider |
Regulated or financial services company | Quoted separately | ADGM financial licence USD 20,000 then USD 15,000 a year, plus capital |
Your own figure moves with the route, the activity list, the space and the number of people you sponsor. Read more: company formation costs across jurisdictions.

How Long Abu Dhabi Company Formation Takes
About a week from a complete file to the licence, then two to six weeks more for the card and the first visas. Abu Dhabi company formation is rarely held up by the registry. It is held up by documents that arrive late or do not match.
Stage | Typical time | What happens |
|---|---|---|
Route, activities and name | Day 1 | Registry chosen, activity list built, name reserved |
KYC pack | Days 1 to 3, or 2 to 4 weeks where foreign company papers need legalisation | Owner documents collected and checked before filing |
Initial approval | 1 to 3 working days | No objection on the owners and activities |
Memorandum and premises | 2 to 5 working days | Memorandum notarised, lease or desk agreement signed |
Fees and licence issue | 1 to 3 working days | Fees paid and the licence issued |
Establishment card | About 1 week after the licence | Lets the company sponsor people |
Tax registrations | Within 3 months of incorporation | Corporate tax, and VAT once the threshold is crossed |
Our UAE service card shows about a week, and that is the licence stage. Anyone quoting a visa ready company in seven days has left out the immigration file.
What Adds Days
Five things cause almost every delay in Abu Dhabi company formation: documents from abroad needing embassy legalisation, a chain of companies above the shareholder, an activity needing a second approval, details that do not match, and changes after initial approval. Two together turn a week into a month. We send one document list on day one.
Visas and the Establishment Card in Abu Dhabi
The licence lets the company trade. The establishment card, sometimes called the immigration card, registers the company with the immigration authorities, is renewed annually and is what lets it sponsor people. Nothing happens on the immigration side until it is issued, and the visa count follows the space, not the licence.
How the Visa Quota Works
Budget about AED 1,500 to AED 2,500 a year for the card as a planning range. The quota comes from the premises: a flexi desk supports a small number, a private office more, and warehouse space is assessed on area and use. Free zones publish a quota per package, as Masdar City does with one visa on Start Lite, and on the mainland it follows the Tawtheeq space. Plan on AED 4,000 to AED 6,000 per person and two to four weeks per visa.
The Golden Visa Route
The UAE golden visa is a renewable residence visa valid for 5 or 10 years. Holders need no sponsor, can sponsor their family and can stay outside the UAE beyond the usual six month limit. The government portal sets a minimum of AED 2 million for investors in public investments on the 10 year route, while the entrepreneur route is assessed on an innovative or technical project, its documented value and a letter from an accredited incubator rather than a capital figure.
Tax and Compliance for an Abu Dhabi Company
An Abu Dhabi company is inside the UAE corporate tax system from the day it is licensed, whether it came from Abu Dhabi mainland business setup, a free zone or ADGM. It pays 0% on the first AED 375,000 of taxable income and 9% above. VAT is a separate test at 5%.
Corporate Tax at 0% and 9%
The charge applies to mainland, free zone and ADGM companies alike. Registration is required within three months of incorporation and the return is due nine months after the year end. Registering late is its own penalty, separate from any tax owed, so it goes on the calendar the day the licence is issued.
The Qualifying Free Zone Person Rules
A free zone or ADGM company can pay 0% on its qualifying income, but only if it meets every condition: adequate substance in the zone, qualifying income, no election into the standard regime, transfer pricing compliance, non-qualifying revenue below 5% of revenue or AED 5,000,000 whichever is lower, and audited statements, which Ministerial Decision No. 84 of 2025 requires at any revenue. Fail one and it pays 9% for that period and the four that follow.
VAT at 5%
VAT registration is mandatory once taxable supplies and imports pass AED 375,000 in any 12 months, and voluntary from AED 187,500. Returns are filed quarterly for most businesses. Distribution is worth checking too: under Ministerial Decision No. 229 of 2025 it only counts as a qualifying activity for 0% when carried out in or from a Designated Zone listed in the annex to Cabinet Decision No. 59 of 2017.
Economic Substance and the UBO Register
Economic substance filings no longer apply. Cabinet Decision No. 98 of 2024 cancelled the Economic Substance Regulations for financial years ending after 31 December 2022, so there is no ESR notification or report. The beneficial owner register remains: under Cabinet Decision No. 109 of 2023 a company registers anyone owning or controlling 25% or more, files it with its registry and reports changes within 15 days.

Business Banking for an Abu Dhabi Company
A licence does not open an account. UAE banks want a resident signatory, a clear source of funds and often a meeting, and a new company with owners abroad is the file they move slowest on, so the account is planned alongside the company. Our partners hold several currencies in one account with real IBANs.
Feature | UAE banks | Our partners |
|---|---|---|
Time to open | 3 business days by law for a low-risk, complete file, but weeks is common | A few days from a complete file |
Resident signatory | Required at most banks | Not required |
Minimum balance | None on entry packages, AED 10,000 to AED 50,000 on many | None |
Monthly cost | AED 103.95 to AED 261.45 on packages with no minimum | About EUR 30 to EUR 100 on a published plan |
International payments and FX | Per SWIFT payment, margin often 1% to 3% | EUR 5 to EUR 25 to send, 0.25% to 1.0% over interbank |
A UAE bank can be cheaper each month for a company trading only in dirhams inside the country. Once you pay suppliers abroad, the partner route costs less. Read more: opening a business bank account in the UAE.
Why UAE Banks Are Slow With New Abu Dhabi Companies
Since 13 September 2026, Central Bank Circular C 2/2026 requires banks to open an SME account within three business days, but only for a low-risk applicant with a complete file. A new company with non-resident owners and no resident signatory rarely meets it. The pattern is the same for offshore structures, as our guide to the best offshore business bank accounts in the UAE sets out.
Faster Accounts Through Our Banking Partners
We work with regulated payment partners that open multi-currency accounts for UAE companies in days, remotely, with no minimum balance and no resident signatory, built from the same KYC pack. If these accounts are new to you, read what an EMI account is and our guide to a multi-currency business bank account in the UAE.

Abu Dhabi vs Dubai for Business Setup
Neither emirate is better. The test is where your customers are and what the company owns. Abu Dhabi holds the government, the energy sector and the sovereign capital. Dubai holds the trade, the tourism and the consumer market.
Factor | Abu Dhabi | Dubai |
|---|---|---|
Mainland authority | ADRA, through TAMM | Department of Economy and Tourism |
Common law centre | Abu Dhabi Global Market | Dubai International Financial Centre |
Published mainland fees | Tajer from AED 790 | Licence AED 600, trade name AED 200, approval AED 100 |
A licence with no lease | Tajer licence, no office for 3 years | Most activities need a lease |
Free zones | A few large, specialised zones | More than 20 zones competing on price |
Full foreign ownership | 1,105 permitted activities | More than 1,000 permitted activities |
Our price and time | From EUR 1,899, about one week | From EUR 1,899, about one week |
The published fee lines are not comparable on their own, because a Dubai licence fee sits on top of premises rules a Tajer licence avoids for three years. Read them as a signal about where entry is easy.
When Abu Dhabi Is the Better Choice
Pick Abu Dhabi when your buyers are government bodies, energy companies or institutions based here, when you need industrial land or port access through KEZAD, or when the structure belongs under common law in ADGM. It is also the better answer for a holding company or a fund. If your business is a Dubai one, our mainland company formation in Dubai guide covers that route.
When Dubai Is the Better Choice
Pick Dubai when you sell to consumers, run e-commerce, work in tourism or need the largest pool of cheap free zone packages. Competition between more than 20 zones keeps prices down in a way Abu Dhabi does not match. Compare IFZA company formation and DMCC company formation if a cheap, fast licence is the priority.

What Business Setup Consultants in Abu Dhabi Do
Business setup consultants in Abu Dhabi are not a directory you browse. Real business setup services in Abu Dhabi do one job: choose the registry, put your business into the registry's activity wording, build a KYC file that survives review, file it, and stay on it until the licence, the card, the visas and the account are in place. That is what company formation consultants in Abu Dhabi are for, and we do it ourselves rather than passing you on.
Business Setup Services in Abu Dhabi
Business setup services in Abu Dhabi cover more than the filing. The real work is the decisions before it: which registry fits, which activities the licence must name, whether the owner's residence status rules out a route, how much space the visa plan needs, and what the bank will ask for. Those are what business setup services in Abu Dhabi should be judged on.
What a Business Setup Company in Abu Dhabi Should Handle
A business setup company in Abu Dhabi should hand you one document list, one price with the government fees itemised, and one person to speak to. It should tell you before you pay if an activity is restricted or if your space will not carry the visa plan. If a business setup company in Abu Dhabi quotes a package without asking what the business sells, no business setup company in Abu Dhabi has checked the activity list.
How We Work as Company Formation Consultants in Abu Dhabi
We form the company ourselves. Company formation consultants in Abu Dhabi worth the fee take responsibility for the outcome rather than the paperwork, so we quote one fee from EUR 1,899, show the government and zone fees at published prices, build the bank file from the same KYC pack and keep the renewal dates on our calendar. Unlike most company formation consultants in Abu Dhabi, we also work in the other jurisdictions a group ends up needing.
Who an Abu Dhabi Company Is Wrong For
An Abu Dhabi company is the wrong tool if you want the cheapest possible free zone licence and nothing else, because Dubai's zones compete on price in a way Abu Dhabi's do not. It is also wrong for a business needing a true offshore vehicle, since this emirate has no offshore registry.
It is a poor fit for anyone expecting a UAE company to be tax free by default. The 9% charge applies above AED 375,000 unless the company genuinely meets the Qualifying Free Zone Person conditions, which include an audit and real substance. It is also wrong where every decision is still taken at home, because that country may tax the company anyway.
Common Mistakes in Abu Dhabi Business Setup
Most of what goes wrong is decided in the first week, before anything is filed. Each of these is cheap to avoid and expensive to unwind.
Assuming a Free Zone Company Can Sell Onshore
A free zone licence does not let you invoice UAE customers directly for most activities. That needs Abu Dhabi mainland business setup, a dual licence or a distributor, and founders usually discover it after the first onshore contract.
Missing the Corporate Tax Registration Deadline
Registration is due within three months of incorporation, and the penalty for registering late is separate from any tax owed. A company that treats 0% as a reason not to register still gets fined.
Leaving the Bank Account Until Last
A UAE bank account for a new company with owners abroad takes far longer than the licence, and a refusal makes the next application harder. Build the bank file alongside the company file.

Bottom Line
Abu Dhabi business setup gives you three registries in one emirate, full foreign ownership across 1,105 mainland activities, and tax that starts at 0% on the first AED 375,000. The mainland through ADRA sells onshore. The free zones give a cheap, specialised start, with Masdar City at AED 7,000. ADGM gives English common law and a special purpose vehicle at USD 1,900 a year.
The route is the decision that costs or saves the money, not which business setup consultants in Abu Dhabi you call. We form the company ourselves from EUR 1,899, in about a week, with the government and zone fees at published prices. A realistic first year is our fee plus roughly AED 20,000 to AED 55,000.
