Knowing how to choose a company formation agent decides how quickly your company is ready to trade. A good agent files the company, gives it a registered office, completes the identity and ownership filings and prepares the file your bank will ask for, so the account can follow soon after.
The hard part is telling a licensed provider from a website with a checkout page. The rules change by country. The UK is moving agent filings onto a Companies House register, Cyprus requires a licensed lawyer to sign the documents, and only a licensed registered agent can file a BVI company. Most headline prices also leave out year two.
This is where we come in. We form the company ourselves and work with the licensed lawyers and registered agents each jurisdiction requires. We handle the structure, your KYC pack, the documents, the filing and the registered office. You get one fixed price with renewals quoted upfront, one point of contact and a company formed within about a week.
We form companies ourselves in 10 jurisdictions, from €350 for a UK company with the registry fee included, at one fixed price.

What a Company Formation Agent Does
A company formation agent prepares your company's documents, files them with the registry and supplies what the law says the company must have from day one. That usually means a local registered office, identity checks on every director and owner, the beneficial ownership filing and, in many countries, a company secretary.
The formation agent you choose also shapes year two. Good company formation agents keep the annual return, the accounts deadline and the ownership records on their calendar. Weak ones file the incorporation and go quiet.
What Is a Company Formation Agent
A company formation agent is a business that sets up companies for other people as a paid service. In most places people form companies, that work is regulated. The agent must be licensed or registered with a supervisor, run anti-money laundering checks on every client and keep records the supervisor can inspect.
The name changes by country: registered agent in the British Virgin Islands, company service provider in Malta, administrative service provider in Cyprus, trust or company service provider in Ireland. An incorporation agent is the same job under another name. The test is the same everywhere: is the firm on the regulator's list?
Company Formation Services an Agent Handles
Company formation services cover everything between your decision and a company that can trade. A complete service includes the name check, the memorandum and articles, the filing with the registry, the registered office, a company secretary where the law needs one, and the identity and ownership filings. Since 18 November 2025, every new director and person with significant control of a UK company must verify their identity with Companies House, according to its guidance updated 5 August 2026.
After the certificate, a complete company formation service carries on: tax registration, the first annual return, beneficial ownership updates and the bank account file. Our guide to company formation versus incorporation explains where the registry's part ends and the setup work begins.
Set Up Your Company With One Formation Agent
We are the formation agent. We form the company ourselves, so the whole setup runs through one team.
- Direct formation: we file the company ourselves, with no unknown middlemen.
- KYC pack prepared: one document list, then a clean file for the registry.
- Registered office included: a local address in place from day one.
- Ownership filings done: beneficial owners reported when the law requires.
- 10 jurisdictions: the UK, Cyprus, Malta, Ireland, the UAE, the BVI and more.
- Formed in about a week: BVI companies often in 2 to 5 working days.
What the Registry Does Not Do for You
The registry records your company. It does not build it for you. Companies House charges £100 to incorporate a private limited company online, according to its fee list updated 25 September 2026, and that fee buys the registration only.
The registry does not choose your jurisdiction or company type, or check whether your articles suit a company with investors. It does not give you a registered office or a company secretary, prepare your KYC file or tell a bank who you are. Those gaps are the work a formation agent is paid for. If you are weighing whether to set up a company yourself without a formation agent, this is the list to weigh it against.
Formation Agent vs Corporate Service Provider
A formation agent files the company. A corporate service provider is licensed to keep serving it after that: the registered office, a company secretary, directors and the yearly filings. Many firms do both. The licence tells you which parts a firm may legally do.
Malta shows how this works. The MFSA rulebook of 16 May 2025 sets three classes of company service provider. Class A may form companies and provide a registered office. Class B may act as director or company secretary. Class C may do all of it. So the class decides whether one corporate service provider can hold your whole Malta file. Our page on Malta company formation agents and services covers the Malta setup in full.

Check the Formation Agent's Licence First
Check the licence before you check the price. In the jurisdictions in this guide, forming companies for clients is a supervised activity, and most regulators publish a register or an approved list. The check takes a few minutes and removes most bad options before you pay anything.
Jurisdiction | Who supervises formation agents | What to check | Who can file for you |
|---|---|---|---|
UK | Companies House for ACSPs, plus one of 25 AML supervisors | ACSP status and AML supervision | Any agent today, only ACSPs from November 2027 at the earliest |
Cyprus | CySEC under Law 196(I)/2012, with the Bar Association and ICPAC | The firm on the CySEC register or its professional body | A Bar-licensed lawyer prepares and signs the documents |
Malta | MFSA under the Company Service Providers Act, Cap. 529 | Class A or Class C authorisation | An MFSA-authorised company service provider |
Ireland | Department of Justice, Central Bank or an accountancy body | TCSP authorisation or supervision | An authorised or supervised TCSP |
UAE (RAK ICC) | RAK ICC, the offshore registry | Approved registered agent status | An approved registered agent |
BVI | BVI Financial Services Commission | Company management or Class I or III trust licence | Only the first registered agent |
The pattern is the same everywhere. A real agent is on its regulator's list, or can explain in one sentence why it does not need to be. Where the law limits who may file, as in Cyprus and the BVI, you need a firm that holds that licence or works with one. We form the company and bring in the licensed lawyer or registered agent the law requires.
UK Formation Agents and ACSP Registration
Companies House now registers third-party agents as Authorised Corporate Service Providers (ACSPs). An ACSP must be supervised for anti-money laundering by one of 25 UK supervisory bodies and pays a one-off £55 fee, according to Companies House guidance updated 5 August 2026. An ACSP can verify a director's identity for Companies House and file for clients.
From no earlier than November 2027, only ACSPs will be able to file for clients, with at least 6 months' notice. Until then the status is voluntary, which makes it a useful signal. If HMRC supervises the agent, it also appears on HMRC's register of supervised businesses, updated 6 October 2026. The full UK process is in our UK company registration guide.
Cyprus Administrative Service Providers
In Cyprus, company administration for clients is regulated under Law 196(I)/2012. CySEC authorises administrative service providers and keeps a public register of them. Lawyers and accountants who offer the same services are overseen by the Cyprus Bar Association and ICPAC, and CySEC works with both.
Cyprus adds one rule that decides who you need. Only lawyers licensed by the Cyprus Bar Association may prepare and sign the memorandum and articles, according to Invest Cyprus, so every Cyprus company is formed with a lawyer involved. We work with licensed Cyprus lawyers and handle the rest of the file. Our page on corporate services in Cyprus covers the ongoing side.
Malta Company Service Providers
Malta regulates company formation agents under the Company Service Providers Act, Cap. 529, through the MFSA. Its CSP page, updated 25 August 2026, covers firms that provide corporate services by way of business, including the formation of companies. Ask which class the firm holds and confirm it with the MFSA. Every Malta company also needs a company secretary and a registered office in Malta, so a Class C firm, or a team that works with one, can cover the whole setup.
Ireland Trust or Company Service Providers
Ireland calls formation agents trust or company service providers (TCSPs), a term set by the Criminal Justice (Money Laundering and Terrorist Financing) Act 2010. A TCSP is authorised by the Department of Justice, or by the Central Bank if it belongs to a bank or financial group, or is supervised by a designated accountancy body. Ask which of the three applies and check the authorisation. Our Ireland company formation guide covers the registry side.
UAE Free Zone and Offshore Registered Agents
In the UAE, the licensing authority issues the licence itself: the Department of Economy and Tourism on the Dubai mainland, or the free zone authority in a free zone. RAK ICC, the offshore registry in Ras Al Khaimah, works through its own approved registered agents, so an offshore company there needs one.
Check the agent's trade licence and its approval by that authority. We form free zone, mainland and offshore companies directly. See free zone company formation in the UAE and RAK ICC company formation.
BVI and Crown Dependency Registered Agents
The BVI is the strictest. Only the person who will be the first registered agent can apply to incorporate a BVI company, and the Registrar may not accept the application from anyone else, according to the BVI Financial Services Commission's user guide. Only firms licensed as a company management company or a Class I or Class III trust company can act as registered agent.
The registered agent also holds your company's records and files its beneficial ownership information with the Registrar. Under BVI regulations made on 4 December 2024, failing to keep that information accurate can bring a fine of up to $75,000. Guernsey and the Isle of Man also route most incorporations through licensed agents.
Read more: BVI registered agent rules and Isle of Man registered agent requirements.
Work With a Licensed Company Formation Agent
Licensing decides who may file your company. We form it ourselves and bring in the licensed professional each jurisdiction requires.
- Licensed where it counts: Cyprus lawyers and BVI registered agents on your file.
- AML-grade checks: KYC run on our own compliance platform.
- Identity checks prepared: every director and owner ready before filing.
- Clear accountability: you know who holds your file and who regulates them.
- Scope agreed first: what is included is confirmed before you pay.
Checks Before You Choose a Formation Agent
After the licence, six checks decide whether a formation agent is right for you: a fixed itemised price with year two, the registered office and secretary, the KYC and ownership filings, the bank account plan, a real timeline and a named contact. Ask for each answer in writing before you pay.
Fixed Itemised Price Including Year Two
Formation packages are priced to win the first sale. The registered office, the company secretary and the first annual return are often bundled into year one and billed again in month 13. Ask for an itemised quote that shows every fee and the year two total before you sign. A fair way to judge company formation services is the total over two years, not the first invoice.
Use the registry's own fees as a check. In the UK, Companies House charges £100 to incorporate online and £50 a year for the confirmation statement, according to its fee list updated 25 September 2026. Every other line is the agent's fee. For the full picture across jurisdictions, see company formation costs.
Registered Office and Company Secretary
Every company needs a registered office in its jurisdiction, and many need a company secretary. In the UK, the registered office must be an appropriate address where post reaches someone acting for the company, and PO boxes have not been allowed since March 2024, according to Companies House. UK private companies do not need a secretary. Cyprus and Malta companies do.
Ask who provides each one, what it costs from year two and what it costs to move. Moving a registered office away from an agent takes a filing, and some agents charge for it. Our page on UK registered office rules explains the UK options.
KYC Checks and Beneficial Ownership Filings
A licensed formation agent must check who you are before it files. Expect to send a passport, proof of address and an explanation of where the company's money comes from. An agent that asks for nothing is skipping checks its supervisor expects, and the bank will ask for the same documents later anyway.
The agent should also file the beneficial ownership information. In the UK that is the register of people with significant control at Companies House. In the BVI the registered agent files it with the Registrar. Ask who files it, when, and who updates it when shares change hands. The full list is in what documents you need to set up a company.
A Plan for the Bank Account
Ask one direct question: will you prepare my bank application, introduce me to an account provider, or leave it to me? All three answers exist, so know which one you are paying for. The banking section below shows how we handle it.
A Real Timeline in Writing
Ask for two dates: when the company will be registered, and when it can bank. We form most companies in about a week, and BVI companies in 2 to 5 working days. The bank account often takes longer than the company, so an agent that quotes only the registry date is quoting half the timeline. See how long it takes to set up a company for the steps by country.
A Named Contact Who Knows Your File
Formation has several decision points: the structure, the documents, the registry's questions and the bank's questions. Each goes faster with one person who already knows your file. Ask who your contact is, how fast they reply and who covers when they are away.
Read more: the company formation checklist.
Choose a Formation Agent That Quotes Year Two
These are the answers we give in writing, before you pay anything.
- Itemised quote: every fee listed, with year two included.
- Office and secretary: provided at formation where the law needs them.
- Clean KYC file: one document list, checked before anything is filed.
- Ownership on record: beneficial owners filed and kept up to date.
- Two dates in writing: when the company is registered and when it can bank.
- Named contact: one person who knows your file from start to finish.
Red Flags When Choosing a Company Formation Agent
Most bad formation agents show the same few signs, and none of them is hidden. You can spot each one before you pay, and each has a simple fix: ask, check the register, or walk away.
No Licence Number or Register Entry
A real agent can name its regulator and its licence or registration in one sentence. If the answer is vague, or points to a certificate that has nothing to do with company services, treat that as the answer. A polished website proves nothing. A register entry takes minutes to check.
Exit Fees and Records Held Back
Ask what it costs to leave before you join. Some agents charge to release the company's registers, to resign as registered agent or to move the registered office, and a few hold records back until every invoice is paid. Your company owns its registers and ownership records. A good agent states its exit terms in the quote and hands everything over when you move.
Secrecy Promises and Guaranteed Bank Accounts
Be careful with any agent that sells anonymity. Every jurisdiction in this guide records beneficial owners, and nominee directors do not hide the real owner from a bank, a registry or a tax authority. Be just as careful with a guaranteed bank account. The bank or payment institution makes that decision, not the agent. A good agent improves your chances with a complete file. It cannot promise the result.
Full Payment Before the Scope Is Agreed
Pay once you know exactly what you are getting. An agent that takes full payment before agreeing the company type, the jurisdiction and what is included has nothing at stake if the plan changes. We confirm the scope in writing first. A UK company formed with us costs from €350, with the £100 Companies House fee included.

Bank Account Support From a Formation Agent
A company you cannot bank cannot trade, so the bank account belongs in the formation plan from day one. Traditional banks review a new company closely, and a corporate account can take several weeks to open when the file arrives late or incomplete.
Why Local Banks Take Weeks
Local banks are thorough, slow and often expensive for a new company owned from abroad. They want trading history, a clear source of funds and sometimes a local director or a branch visit, and some accounts carry a minimum balance. A new non-resident company has no history yet, so reviews take weeks and refusals are common.
You do not need a local bank first. For most new companies, the faster route is a regulated payment partner built for international businesses.
Open a Business Bank Account With Your Company
Our partners open business accounts for new companies in days. We prepare the file with you.
- Account in days: our partners open in 2 to 4 days when the file is complete.
- Fully remote: no branch visit and no resident signatory needed.
- Multi-currency: hold and pay in EUR, GBP, USD and more.
- Bank-ready pack: company documents, ownership and source of funds together.
- Fewer refusals: gaps closed before submission, not after.
Faster Accounts Through Our Partners
We work with regulated payment partners that open multi-currency business accounts for new companies entirely online. They are payment or e-money institutions rather than banks, which is why they can onboard in days to a week. You get an IBAN and international transfers while the company builds the trading history a local bank will want later. See our guide to a business bank account for non-residents.
Because we form the company, the account file is built at the same time: the certificate, the registers, the ownership chart and the source of funds. Our top-rated, licensed payment partners onboard newly formed companies fully remotely.

Where the Choice of Formation Agent Matters Most
The formation agent matters most where the law limits who can file, or where the yearly work is heavy. For non-resident founders, that comes down to four jurisdictions: the UK for speed and cost, Cyprus and Malta for an EU company, and the BVI for an offshore holding company.
Factor | UK | Cyprus | Malta | BVI |
|---|---|---|---|---|
Corporate tax | 19% to 25% | 15% | 35%, about 5% after refunds | 0% |
Our price | From €350 | From €1,200 | From €1,299 | From €1,899 |
Time to incorporate | About 1 week | About 1 week | About 1 week | 2 to 5 working days |
Who files for you | Any agent today, ACSPs only from November 2027 at the earliest | A Bar-licensed lawyer signs | An MFSA-authorised CSP | The licensed registered agent only |
Directors | 1, no residency rule | No residency rule, Cyprus board for tax residence | No residency rule, plus a secretary | 1, no residency rule |
Audit | Not for small companies | Yes, review option for small companies | Yes, review option for very small companies | No, annual return to the agent |
Banking | Partner account in days | Partner account in days | Partner account in days | Account outside the BVI, planned with us |
Tax decides the long-term cost, but the rows on who files and on audit decide what your formation agent has to do every year. The UK asks the least of an agent. Cyprus and Malta need licensed professionals and yearly accounts work. The BVI ties your company to one licensed registered agent for life, so the best company formation agent there is one you are happy to keep.
Company Formation Agent in the UK
The UK suits founders who want a low-cost, fast company with a respected name. We form a UK company from €350, with the £100 Companies House fee included, in about a week. The filing is simple here, so judge the agent on identity verification, the registered office and the bank file. The catch is that the UK is outside the EU, so it gives you no EU single market access, and corporation tax runs from 19% to 25%. More in UK company formation for non-residents.

Company Formation Agent in Cyprus
Cyprus suits holding companies and EU trading companies that want a legal system based on English common law. Corporate tax has been 15% since 1 January 2026, according to PwC's tax summary reviewed 4 August 2026. We form a Cyprus company from €1,200 in about a week. The agent matters because a Bar-licensed lawyer must sign the documents, and the company needs a secretary and yearly accounts work. The catch is substance: for Cyprus tax residence, the company should be managed and controlled from Cyprus. See Cyprus company formation with a bank account.

Company Formation Agent in Malta
Malta suits trading companies that want an EU base and can use the refund system. The headline rate is 35%, but shareholders can claim back six sevenths of the tax on most trading profits, which brings the effective rate to about 5%, based on PwC's Malta summary reviewed 30 September 2026. We form a Malta company from €1,299 in about a week. The agent matters because you need a Class A or Class C company service provider and a company secretary. The catch is running cost: an audit every year for all but very small companies, and refunds that need careful bookkeeping. See Malta company formation.

Here the agent is not optional. Only the licensed registered agent can file the company, and it keeps your records and files your ownership information. Our Recommendation for Non-Resident Founders
For most non-resident founders selling services, start with a UK company. It is the cheapest and fastest to form, and account providers know it well. If you need an EU company, choose Cyprus for a holding structure and Malta for an EU trading company that can use the refunds. Choose the BVI only for a holding or investment company that does not need an EU or UK presence.
In every case, choose the jurisdiction first and the formation agent second, because the jurisdiction sets the licensing rules the agent must meet. For a wider view, see the best jurisdictions for non-resident company owners and our European company formation guide.
Set Up Your Company in the Right Jurisdiction
Tell us where you live, where your customers are and what the company is for. We recommend the jurisdiction and form the company.
- UK from €350: about a week, Companies House fee included.
- Cyprus from €1,200: 15% tax, with a licensed lawyer on the file.
- Malta from €1,299: about 5% effective tax after refunds.
- BVI from €1,899: 0% tax, formed in 2 to 5 working days.
- Jurisdiction advice first: the right country before anything is filed.
- Renewals quoted upfront: year two in writing with your setup.
Common Mistakes With Company Formation Agents
These are the mistakes we see most often with company formation agents. Each one costs money or months, and each is easy to avoid with one question before you pay.
Choosing on the Formation Fee Alone
Founders compare headline prices and take the lowest. The registered office, the secretary, the annual return and a compliance fee then arrive in year two as separate invoices, and leaving means paying again to move the office. In the UK, Companies House's own yearly charge is £50 for the confirmation statement, so most of a large renewal bill is the agent's fee. Ask the agent to show its own fees apart from the registry's on the quote. Compare the two-year total in writing, and choose the agent whose year two you can see.
Hiring an Agent Before Choosing the Country
An agent files where you tell it to file. If the jurisdiction is wrong for your customers, your residence or your bank, the cost is not the formation fee. It is a second company, a second account application and months of trading lost in between. Forming a UK company from €350 and then a Malta company from €1,299 costs more than forming the right one once. The wrong country also shows at the bank, because an account provider looks at where the company is registered, where its owners live and where it trades. Settle the country first, with someone who forms companies in more than one.
Treating the Certificate as the Finish Line
The certificate starts a yearly cycle of filings. A UK company files a confirmation statement at least once every 12 months, plus annual accounts. A Cyprus or Malta company files audited or reviewed accounts and an annual return. A BVI company files an annual return with its registered agent and keeps its beneficial ownership information current, with fines of up to $75,000 for failures under the 2024 regulations. Non-resident owners miss deadlines most often, because no local accountant reminds them. Agree in writing who tracks each deadline, and put every date in one calendar on day one.
Leaving the Bank Account Until Last
Many founders form the company first and start the bank search after. With traditional banks often taking several weeks to onboard a new company, that order adds weeks of downtime. Plan the account before you file: choose a structure the account provider accepts, and prepare the source of funds evidence with the company documents. Every week without an account is a week in which the company cannot invoice customers or pay suppliers. We build both files together, so the account can open days after the company exists.

Not sure which jurisdiction or structure fits? A short call settles it before anything is filed.
- €30 advisory call: credited in full against a setup within 30 days.

- Banking checked early: the account route your structure fits.
- No obligation: the call stands on its own.
Bottom Line on Choosing a Formation Agent
Knowing how to choose a company formation agent comes down to three checks. The licence: the agent must be registered or licensed where your company is formed. The full price: an itemised quote with year two in writing. The work after the certificate: the registered office, the ownership filings, the yearly deadlines and the bank account.
Choose the jurisdiction first. The UK is the fastest and cheapest, Cyprus and Malta give you an EU company, and the BVI suits holding structures. Then use an agent that forms the company itself, works with the licensed professionals that jurisdiction requires and quotes everything upfront. That is how we work, from €350 in the UK to €1,899 in the BVI.
