MCC 7995 and Scheme Registration
Gambling is coded MCC 7995, and Visa places it in its highest integrity risk tier alongside adult content and pharmacies. An acquirer needs high integrity risk registration before it can solicit, contract with or process for you at all. It then runs enhanced due diligence on your controls, registers you with Visa before your first transaction, keeps your URLs current and certifies annually that you still operate lawfully.
Visa charges the acquirer USD 950 per registered merchant, up from USD 500 on 1 April 2024, and Mastercard runs its own registration programme for gambling and lottery merchants. Card Rules That Cut Your Approvals
Visa's rules say an online gambling merchant must hold a valid licence for the site or app it runs and must code every transaction as MCC 7995, even when gambling is not the main business. In the US, Canada, Asia Pacific, CEMEA and Latin America, each deposit also carries the quasi-cash and online gambling indicator, which is why some issuers price a deposit as a cash advance.
Two more rules cost you approvals directly. Visa installment credentials are not allowed to approve MCC 7995 at all, so buy now pay later style card products are out. And in the US, authenticating a payment with 3D Secure does not give a gambling merchant protection from card-absent fraud disputes, which it does for ordinary online sales.
Chargebacks and Monitoring Programmes
Visa's monitoring programme flags a card-absent merchant at a 1.5% fraud and dispute ratio with at least 1,500 cases a month, and charges about USD 8 per case above the line. Mastercard's excessive chargeback programme starts at 100 chargebacks and a 1.5% ratio, with fines from USD 1,000 a month rising to USD 50,000 a month by the twelfth month.

Deposit Limits and Affordability Checks
Germany caps deposits at EUR 1,000 a month across every licensed operator, tracked centrally through LUGAS, with a EUR 1 maximum stake per slot spin and a five second delay between spins. The Netherlands caps deposits at EUR 700 a month, and EUR 300 for players aged 18 to 24, with affordability checks above those levels. The United Kingdom added stake limits of GBP 5 a spin on online slots in April 2025, GBP 2 for players aged 18 to 24 from May 2025, and a statutory levy of 1.1% of gross gambling yield on remote operators.
These rules change your payment design, not just your compliance pack. A market with a monthly cap produces smaller, more frequent deposits, which makes fixed per-transaction fees matter far more than the percentage rate. Where Cards Are Not the Answer
Brazil rewrote its payment rules when the regulated market opened. Under Normative Ordinance SPA/MF 615/2024, deposits and withdrawals may only use Pix, TED, debit or prepaid cards and book transfers, between the bettor's own registered account and the operator's account at an institution authorised by the Central Bank. Credit cards, cash, cryptocurrency and cheques are banned outright, and Pix carries the overwhelming majority of betting payments.

Reserves and Volume Caps
New accounts come with a monthly cap as well as a reserve, and sports betting makes that cap a live issue. A cap set on your average month will stop deposits during a major tournament weekend, so agree it against your peak and ask what the process is for raising it temporarily.
Both are reviewed. After two or three clean quarters, ask for the reserve percentage, the hold period and the cap to be looked at together. That conversation is far easier when your original application described the business accurately.
