An Isle of Man gambling licence lets one island company offer casino games, sports betting, poker, bingo and esports under a single approval, or supply gaming software to licensed operators. The Gambling Supervision Commission has regulated online gambling since 2001. Duty starts at 1.5% of yield and falls as you grow, and most company profits are taxed at 0%.
Getting the licence takes careful preparation. The GSC wants a real presence on the island: a local company, two resident directors, a Designated Official and island servers. It checks every owner, tests your funding and usually decides 10 to 12 weeks after accepting a complete file. Banking is the other hurdle, as most banks turn gambling companies away.
This is where we come in. We form your Isle of Man company, build the licence file with you and set up player KYC and AML screening on our own compliance platform. Then we open a business account with our gaming-friendly banking partners. One team handles all of it.

Why Get a Gambling Licence in the Isle of Man
Operators get a gambling licence in the Isle of Man for a regulator with 25 years of online experience, one licence for every vertical, low duty with 0% company tax and a name that banks and suppliers know.
A Regulator Built for Online Gambling
The GSC licenses online operators under OGRA and works to three principles: keep gambling crime free, protect the young and vulnerable, and make sure players receive their true winnings. The government's May 2025 national statement on eGaming puts the sector at about 16% of the island's GDP, with more than 1,000 direct jobs. See our guide to igaming licensing.
One Licence for Every Gaming Vertical
A full Isle of Man gaming licence covers casino games, live dealer, sports betting, betting exchanges, pool betting, lotteries, bingo and esports, plus B2B software supply. You add a product by asking the GSC to vary the licence, not by applying again. An operator that wants an Isle of Man casino licence for online play gets it through this full licence.
Get an Isle of Man Gambling Licence
An Isle of Man gambling licence is well within reach when the company and the file are built for the GSC. This is what we do for you.
- Company formed first: Your Isle of Man company limited by shares, the vehicle OGRA requires.
- Right licence category: Full, network, sub-licence or software supply, chosen before you pay.
- Every vertical covered: Casino, sportsbook, poker, bingo and esports under one licence.
- Duty from 1.5%: Gambling duty falls to 0.5% and then 0.1% as your yield grows.
- KYC and AML built in: Player checks and screening on our own compliance platform.
- Gaming-friendly banking: A dedicated account where most banks say no.
- One team, no email chains: One contact from the first call to the hearing.
Low Gambling Duty and 0% Company Tax
Customs and Excise charges gambling duty at 1.5% on the first £20 million of yield a year, 0.5% on the next £20 million and 0.1% above £40 million. Gambling with licensed operators is exempt from VAT, and company profits are taxed at 0%. Read more: the benefits of registering a company in the Isle of Man.
A Licence Banks and Suppliers Recognise
Banks, payment firms and suppliers know how closely the GSC checks owners, money and systems. Anyone can confirm a licence on its public register, and suppliers use their island licence in due diligence worldwide. That trust is the licence's main commercial value.
A Shadow Licence for Continuity
The GSC can approve a business with no immediate plans to operate on the island, so it knows it could move there later without a new licensing process. The GSC calls this a shadow licence, and some groups hold one as a fallback.
Where an Isle of Man Gambling Licence Lets You Operate
The licence lets you offer gambling from the island wherever that is lawful, but it does not override other countries' laws. Great Britain, most of the EU and markets that ban online gambling each need their own answer.
Market | Covered? | What you need there |
|---|---|---|
Isle of Man | Yes | Nothing extra, and you cannot exclude island residents without GSC agreement |
Great Britain | No | A UK Gambling Commission remote licence, required since the Gambling (Licensing and Advertising) Act 2014 |
EU countries with their own regime, such as Germany, the Netherlands and Sweden | No | A local licence in each country |
Markets that prohibit online gambling | No | Nothing. GSC guidance 3.5.13 bars targeting them |
Other markets where serving from abroad is lawful | Yes, on legal advice | Advice on each market, confirmed in a board minute |
B2B supply to operators abroad | Yes, as a supplier | Any supplier licence the operator's market requires |
Until 2014, the Isle of Man sat on the UK's White List, so island operators could advertise to British players. The 2014 Act moved Britain to point of consumption licensing, so a service used in Great Britain needs a UK Gambling Commission licence. See how to get a UK Gambling Commission licence.
Isle of Man Gaming Licence Types
The GSC issues five kinds of Isle of Man gaming licence under OGRA. Every application costs £5,250, and the annual fee depends on the type under the Online Gambling (Licence Fees) Regulations 2023.
Licence type | Who it is for | Application fee | Annual fee |
|---|---|---|---|
Full licence | B2C operators across every vertical, plus B2B supply | £5,250 | £36,750 |
Network services licence | Operators pooling players from partner operators | £5,250 | £52,500 |
Sub-licence | Smaller brands tied to one full licence holder | £5,250 | £5,250 |
Software supplier licence | Game studios and platforms that do not take bets | £5,250 | £36,750 |
Token-based software supplier licence | Suppliers of blockchain or token-based gambling software | £5,250 | £52,500 |
The annual fee is paid on approval and on each anniversary.
Full Isle of Man Online Gambling Licence
The full Isle of Man online gambling licence is the GSC's main licence. The company can register players, take bets and offer games directly, and it can also supply software to other operators. It runs for up to 5 years and covers the licence holder only, not its parent or sister companies.
Network Services Licence
A network services licence carries the same rights as a full licence. It also lets players registered with partner operators worldwide join your island servers without registering again. Each partner contracts with you on fairness, crime and player protection and works to Isle of Man AML and KYC standards. It suits pooled liquidity, poker networks and progressive jackpots.
Sub-Licence Under a Full Licence Holder
A sub-licence is for a smaller operator with an exclusive tie to one full licence holder. You run your own brand and platform but only offer products that licensee holds. The GSC's October 2025 sheet is clear that player registration, KYC, compliance and reporting stay with the sub-licensee.
Isle of Man B2B Software Supplier Licence
The Online Gambling (Software Supplier Licensing) Regulations 2019 introduced this licence from 22 February 2019. The Isle of Man B2B software supplier licence puts your games and platforms on the GSC's software register, so island operators can deploy them without arranging their own tests. No play takes place on island servers.
Token-Based Software Supplier Licence
Suppliers of blockchain and token-based gambling software apply for this licence at £52,500 a year. An operator that only accepts crypto does not need it. It asks the GSC's permission and then works under licence condition GSC85. For wider virtual asset work, see how to get an Isle of Man crypto licence.
Isle of Man Casino Licence
A land-based Isle of Man casino licence is a separate regime under the Casino Act 1986. The only holder today is the Palace Hotel and Casino in Douglas, licensed since 1 May 2023. Anyone who wants a casino licence in the Isle of Man for an online casino needs an OGRA licence instead. Read how to get an online casino licence.

Own Licence, Sub-Licence or B2B Route
Your route depends on whether you take bets, run your own platform or pool players with partners. The table shows the GSC fees for year one, meaning the application fee plus the first annual fee, and what each route still needs.
Route | Best for | First-year GSC fees | What you still need |
|---|---|---|---|
Own full licence | B2C operators with their own platform | £42,000 | Island company, resident officials, island servers, player funds protection, duty |
Sub-licence | A first brand on a full licensee's platform | £10,500 | An exclusive tie to one full licensee, plus your own KYC, compliance and reporting |
Network services licence | Poker networks, shared liquidity and jackpots | £57,750 | A contract with each network partner and island infrastructure for pooled play |
Software supplier licence | Studios and platforms that do not take bets | £42,000 | Approved test house certificates and an AML/CFT officer, no player funds |
Token-based software supplier | Blockchain game suppliers | £57,750 | Blockchain analytics and stronger AML controls |
A sub-licence saves £31,500 a year in GSC fees, but it ties you to one platform and one product list.
When Your Own Licence Is the Right Route
Choose your own full licence when you control the platform, want several suppliers and plan more than one brand. You carry the full cost and the full set of officials, but no other company decides your product list.
When a Sub-Licence Is the Better Start
For a first casino licence in the Isle of Man, a sub-licence on one full licensee's platform is the lowest-cost route. It works much like a white label casino, but you hold your own GSC licence and carry your own compliance.
When the B2B Route Fits
The software supplier licence is the B2B route for studios, aggregators and platforms that never take bets. There are no player funds to protect and no play on island servers.
Requirements for an Online Gambling Licence in the Isle of Man
To hold an online gambling licence in the Isle of Man, you need an island company, approved resident officials, clean and well-funded owners, island servers, protected player funds and working AML controls. The GSC declines anyone creating a nominal island presence for a business run elsewhere.
An Isle of Man Company Limited by Shares
Section 4 of OGRA allows a licence only for a company limited by shares incorporated in the Isle of Man. A group from abroad forms a new island company to hold it. The steps are the same as for any company set up in the Isle of Man, and a 2006 Act company must keep a licensed registered agent, as our guide to Isle of Man registered agent requirements explains.
Directors, Designated Official and Key Persons
The GSC's guidance, updated on 15 January 2025, asks for at least two directors who are individuals living on the island. One director is appointed Designated Official and should live there too; if not, a resident Operations Manager takes the local role. Full personal declarations cover shareholders above 5%, investors above £250,000 or 25%, every director and the Designated Official. Shorter ones cover the MLRO and senior managers, and every ultimate beneficial owner is traced.
Office, Servers and Hosting on the Island
B2C operators must register players and strike bets on Isle of Man servers, or hold a network services licence that brings the network onto the island. Without them, a B2C operator cannot hold an online gambling licence in the Isle of Man. Software-only suppliers are exempt. Data is kept for at least five years, and disaster recovery on the island runs through providers the GSC approves: Continent 8, Domicilium and Manx Telecom.
Capital and Player Funds
OGRA sets no fixed minimum capital. The GSC's accountant tests your funding, forecasts and break-even point, and the licence can set reserves. Player balances must be protected in full, usually in a client account at an Isle of Man bank under the Participants' Money Regulations. Bank guarantees, trusts and insurance need the GSC's approval.
Fit and Proper Test
Every key person must be fit and proper. The Gambling Legislation (Amendment) Bill, which completed its passage through Tynwald on 28 April 2026, adds competence and financial standing to the test and lets the GSC fine controllers and senior managers for AML failures they allowed. The May 2025 National Risk Appetite Statement says the island "currently has a limited risk appetite for business in the eGaming sector where there is ownership and/or control from East or Southeast Asia". The GSC's FAQ adds that such links are not expressly prohibited but need enhanced measures.
AML and KYC Setup
The Gambling (Anti-Money Laundering and Countering the Financing of Terrorism) Code 2019 applies to every operator. A customer's identity must be verified once wagers or collected winnings pass EUR 3,000 in 30 days. You also need three risk assessments, an onboarding policy with CDD and EDD steps, and an MLRO with direct access to the board. We set up player KYC, sanctions and PEP screening and ongoing monitoring on our own compliance platform. Read more: AML compliance in the Isle of Man.
Technical Testing and Approved Test Houses
Every game needs a certificate from a GSC-approved test house before players can use it. The GSC lists nine: BMM, Eclipse, eCOGRA, Gaming Associates, GLI, Global Lab, Lean Lab (RiskCherry), QA Lab and Quinel. The operator sends each certificate to the GSC, and a copy of the supplier's original is accepted.
Can a Foreign Owner Apply and Run It Remotely?
A foreign owner can obtain a gaming licence in the Isle of Man through an island company, but the business cannot be run remotely. Owners can live anywhere, and every controller above 5% is checked. The company still needs resident directors, a Designated Official or Operations Manager on the island and real decisions made there.
Before You Apply for an Isle of Man Gaming Licence
The GSC's OGRA application checklist, version 1.08 live since 28 May 2026, no longer accepts items marked 'to follow'. To obtain a gaming licence in the Isle of Man, the file must be complete when you pay the £5,250. Settle these points first.
- Licence category: Named as in the GSC's guidance. 'B2B', 'software' and 'full' are not categories.
- Personal declarations: Wet-ink signed forms with certified ID and address for each key person.
- Criminal record certificates: From each country of residence, except for Isle of Man, UK and Channel Islands residents.
- Target markets: Each market listed with your legal position there.
- Island operations: What runs on the island, and why other parts sit elsewhere.
- Projections on the GSC template: 3 years in pounds, with key assumptions and a sensitivity analysis.
- Compliance history: Past regulatory action and adverse media disclosed upfront.
- Funding and source of wealth: How you are funded until profitable, with certified evidence.
- Policies and risk assessments: AML/CFT policy, 3 risk assessments, responsible gambling and terms.
- Crypto and AI: Any crypto use, a possible crypto audit and where you use AI.
- Data protection: Registration with the Isle of Man Information Commissioner before go-live.
Two items matter most: never lodge without the funding explanation, and disclose all history, because gaps count as an integrity issue.
Isle of Man iGaming Licence Readiness Check
The GSC only accepts a complete Isle of Man iGaming licence file. We get you there before you pay the fee.
- Checklist worked line by line: Every item on the GSC's checklist mapped to a document.
- Officials agreed early: Island directors and the Designated Official named before filing.
- Declarations reviewed: Every personal declaration checked before the GSC sees it.
- Forecasts on the template: 3 years in pounds with a sensitivity analysis.
- No gaps to follow: A full pack, so the 10 to 12 week clock can start.
- Funding story ready: Source of wealth and funding diagrams built with you.
How to Get a Gaming Licence in the Isle of Man
To get a gaming licence in the Isle of Man, you follow the GSC's own stages, from an optional first meeting to go-live. We run the company side ourselves and build the file with you, so each stage starts on time.
Pre-Application Meeting With the GSC
The GSC is happy to meet potential applicants before they pay the fee, to discuss the model and spot where an independent expert, paid by you, may be needed. It cannot give advice, and it points business questions to Digital Isle of Man, a separate government agency.
Form the Company and Appoint the Officials
We form the Isle of Man company limited by shares, usually within about a week, and agree the resident directors and the Designated Official with you. Any founder can register a business in the Isle of Man, but a gaming company also needs officials the GSC will approve.
Submit a Complete Application With the Fee
The application goes to the GSC Inspectorate with the £5,250 fee, payable through Isle of Man Government online services. A lawyer or service provider can lodge it, but that is not a legal requirement. The pack must match the checklist in full.
Acceptance Letter and Due Diligence
The 10 to 12 week processing period starts on the date of the Inspectorate's acceptance letter, not the date you send the file. The GSC's accountant tests the forecasts, and the Inspectorate checks every person and company in the structure.
Meeting With the Inspectorate
Within a few weeks of acceptance, the Inspectorate may meet the Designated Official or Operations Manager to discuss the model, the work done on the island, the launch date and the start-up capital. We prepare your officials for it.
Formal Hearing and Decision
The Commission holds hearings each month, and the decision usually comes around 12 weeks after acceptance. On-island directors, the Designated Official and any Operations Manager attend, and licence conditions are agreed there. If the GSC declines, its letter indicates the reasons.
Take Up the Licence Within 3 Months
After approval, you have three months to pay the first annual fee and meet any conditions, or the approval lapses and you must apply again. Once issued, the licence goes on the GSC website and its anniversary becomes your renewal date.
Test and Go Live Within 9 Months
You then have up to nine months to go live. Test certificates must be filed before the GSC approves the launch. Send Customs and Excise form GD 2 MAN at least 7 days before you take bets.
Documents Needed for an Isle of Man Gaming Licence Application
An Isle of Man gaming licence application is judged on its documents. Declarations and company forms need original wet-ink signatures plus soft copies, and the business plan must be searchable. This is the pack we build with you.
- Company: Certified incorporation certificate, memorandum and articles, the applicant and parent company forms and any trust deeds.
- People: Full and simplified personal declarations, certified ID and address, criminal record certificates and a complete CV for each role holder.
- Business plan and financials: Business model, markets, payment schematic, banking, player funds, projections and evidence of funds.
- Policies: AML/CFT policy, the three risk assessments, onboarding, responsible gambling, complaints and terms.
- Technical: Hosting and disaster recovery, supplier contracts, game rules, website look and feel, and test certificates.
Company and Ownership Papers
The GSC needs a chart of every company, trust or other vehicle up to the ultimate beneficial owners, with names, numbers and places of registration. Nominee holdings are disclosed with the declaration of trust behind them, and established groups add up to two years of audited accounts. Our guide to KYC compliance in the Isle of Man shows how island firms verify owners.
Business Plan and Financial Projections
The plan covers how the model makes money, the games, any crypto, target markets and their legal position, internal controls, the payment schematic and hosting. Projections run by month for two years and yearly for the third. A board minute confirms legal advice on the planned activity.

Gambling Duty on Your Yield
Customs and Excise Notice 451 MAN, updated to 8 July 2026, applies each rate only to the part of the yearly yield inside its band. An operator with £2 million of yield pays £30,000. One with £21 million pays £305,000: £300,000 on the first £20 million at 1.5% and £5,000 on the next £1 million at 0.5%. Pool betting pays 15%, and poker and betting exchanges pay on retained profit or commission.

How Long an Isle of Man Gaming Licence Takes
Once the GSC accepts a complete Isle of Man gaming licence application, it typically processes it within 10 to 12 weeks. After approval, the GSC gives you 3 months to take up the licence and then 9 months to go live.
Stage | Timing | Set by |
|---|---|---|
Pre-application meeting | Before you pay the fee | Optional, on request |
Company formation | About 1 week | Us, with the Companies Registry |
Application pack | Before filing, with nothing to follow | You and us |
Acceptance letter | When the file is complete and the fee paid | The GSC, which starts the clock |
Due diligence and Inspectorate meeting | Within a few weeks of acceptance | The GSC |
Hearing and decision | About 12 weeks after acceptance | The GSC's monthly hearing |
Take up the licence | Within 3 months of approval | The GSC, or the approval lapses |
Go live | Within 9 months of the licence being issued | Licence condition 10 |
Off-island directors meet the Inspectorate | Within 6 months of the hearing | The GSC |
The GSC controls about 12 weeks. The weeks before filing and after approval are yours, and they decide the launch date.
What Slows an Application Down
Missing documents, slow answers, a complex ownership chain, undeclared history and changes to the plan mid-review are the usual causes. If a hearing date matters, the GSC's website shows the latest suggested filing date for it.
From Filing to First Revenue
With a complete file, plan on at least 3 to 4 months from filing to first revenue, because the decision alone takes about 12 weeks. A sub-licensee on a live platform usually moves faster than an operator building its own.
Isle of Man Gaming Company Formation From €1,499
The company is the first cost of an Isle of Man gaming licence and the smallest one. We set it out in writing before you pay.
- From €1,499: Our starting price for the company behind your licence.
- Registry fee included: Filing, documents, agent and office at formation in one price.
- GSC fees shown upfront: £5,250 to apply and £36,750 a year for a full licence.
- Ready in about a week: The company exists before the application is filed.
- Clear pricing, no surprises: Trusts and regulated structures quoted separately, in writing.
After the Isle of Man Online Gaming Licence Is Granted
An Isle of Man online gaming licence brings a fixed calendar from the day it is issued, even before launch: quarterly returns, monthly duty, yearly audited accounts, AML checks and prior approval for key changes.
Go-Live Conditions
Before launch, you meet every approval condition, file test certificates and confirm the date with the Inspectorate. Your homepage must show the registered office, the grant date, a statement that the site is regulated in the Isle of Man and the government crest. Self-exclusion and stake limits must always be available.
Returns, Duty and Audited Accounts
Every Isle of Man eGaming licence holder files quarterly returns, due by 21 April, 21 July, 21 October and 21 January, covering notifications, player funds, funding, staff, suspicious activity reports and the accounts. Duty is paid monthly by the 15th, and audited accounts go to the GSC within six months of the year end.
Renewal Every Five Years
A licence lasts up to five years. Apply to renew before it expires, and the licence stays in force while the GSC decides. Renewal goes through the same integrity and funding tests as the first grant.
Key Person Changes
New directors, Designated Officials and Operations Managers cannot start until the GSC approves them. You must also report convictions, bad press, plans to wind down and any draw on reserves or deposits.
Change of Control and Licences for Sale
Nobody may take or increase a stake above 5% without the GSC's approval or the Inspectorate's written permission, and a licence is ordinarily treated as suspended while a holding breaks that condition. Section 20 of OGRA says a licence cannot be assigned, so an advert selling an Isle of Man gambling licence is really selling a company, and the buyer still needs the GSC's checks.
Isle of Man Gambling Supervision Commission Licence Holders Register
Once issued, your company appears on the GSC's online register. The Isle of Man Gambling Supervision Commission licence register dated 16 September 2026 lists 53 licence holders: 29 software suppliers, 16 full licences and 8 network services licences. The file of 19 August 2025 listed 72, so at the Isle of Man Gambling Supervision Commission, the number of licensed operators fell by 19 in about a year. The Isle of Man Gambling Supervision Commission licence holders register is also the quickest way to check a supplier or a competitor.

Banking for a Licensed Isle of Man Gaming Company
Banking is where many holders of an Isle of Man eGaming licence stall, because gambling is a high-risk sector and most banks refuse it. The GSC also sets rules on where player money and trading accounts sit. The answer is a dedicated partner that accepts licensed gambling, used next to the island client account the GSC requires.
Why Banks Refuse Gambling Companies
Banks see money laundering risk, chargebacks, players in many countries and the chance of regulator questions. Many will not open an account for a gambling company at all, whatever its licence, and a refusal makes the next application harder because forms ask about earlier declines. Our guides to a bank account for a gambling company and opening a business bank account for gambling explain the pattern.
What Banks and the GSC Ask For
Player funds sit in a segregated client account at an Isle of Man bank unless the GSC approves another mechanism. Trading accounts stay on the island unless the Treasury agrees otherwise, and the GSC approves every payment method. Banks then want the licence, the owners' KYC and source of funds. One island bank, Standard Bank Isle of Man, publicly serves regulated e-gaming firms. See business bank accounts in the Isle of Man.
Feature | Isle of Man banks | Our gaming-friendly partners |
|---|---|---|
Gambling companies | Most refuse, one island bank publicly serves licensed e-gaming | Built to accept licensed gambling operators |
Time to open | Several weeks for a company owned from abroad | About 1 week from a complete file |
Opening fee | Relationship based | €500 one-off |
Monthly cost | Relationship based for gaming, standard tariffs from about £8 | From €50 a month |
Multi-currency | A separate account per currency, about £96 to £180 a year each | Several currencies, with extra IBANs and users at no extra cost |
International payments | £15 to £40 per SWIFT payment | €25 plus 0.10% per cross-border payment |
FX margin | 1.0% to 3.0% over the interbank rate | 0.8% over the interbank rate |
A percentage fee can cost more than a flat bank fee on a very large single payment. The partner route wins on currency exchange, free transfers between your own accounts, no minimum balance and speed.
Opening the Account With Our Gaming-Friendly Partners
We build the bank file from the same pack as the licence: company papers, the owners' KYC, the business plan and the payment schematic. The partner account then sits in your banking chapter, next to the island client account for player funds. Read more: banking for Isle of Man gaming and e-money companies.
Our gaming-friendly banking providers open multi-currency accounts for licensed Isle of Man operators in about a week, with no minimum balance.

Why Isle of Man Gambling Licence Applications Get Refused
Formal refusals are rare, because weak applications usually end before the hearing. In its 2023/24 year the GSC started with 85 licence holders, granted 19 new licences and saw 15 holders leave. Applicants that did not reach approval withdrew, for reasons the GSC lists as strategy or funding changes, incomplete information, late documents or unresolved regulatory concerns.
Brass Plate Structures
The GSC can decline any applicant that appears to create a nominal island presence to gain legitimacy for a group run elsewhere. Nominee officials, off-island servers and decisions taken abroad all point that way.
Funding That Cannot Be Traced
Funding with no clear source of wealth, or loans with no agreement behind each link in the chain, stops a file. The checklist asks for certified evidence that the money exists, where it sits and how it was made.
Undeclared History
The checklist warns that missing information about past regulatory action or adverse media is seen as an attempt to hide it, and as an integrity issue. Declaring and explaining a problem is always safer.
Models the GSC Will Not License
The GSC is generally unwilling to license crypto models that turn the operator into an exchange, and it will not accept marketing aimed at markets that ban online gambling. It also does not normally license one product partly on the island and partly elsewhere.
More Power to Reject From 2026
The GSC's annual report says planned changes will give it more scope to reject applications where there is reasonable concern or enough AML risk. The 2026 amendments to the fitness test point the same way.
Isle of Man vs Malta, Gibraltar and Curaçao for a Gaming Licence
Operators usually weigh an Isle of Man licence against Malta, Gibraltar and Curaçao. Malta is the EU hub, Gibraltar is a British regulator with a new law, and Curaçao moved to direct licensing in December 2024.
Factor | Isle of Man | Malta | Gibraltar | Curaçao |
|---|---|---|---|---|
Regulator | Gambling Supervision Commission | Malta Gaming Authority | Licensing Authority and Gambling Commissioner | Curaçao Gaming Authority |
Headline fees | £5,250 to apply, £36,750 a year for a full licence | €5,000 to apply, €25,000 a year for B2C | £30,000 to apply, £50,000 a year for B2C | About $55,000 a year for B2C |
Duty or tax | 1.5% of yield, falling to 0.1% | Compliance contribution from 1.25% for casino games, 5% tax on players in Malta | 0.15% of gross gaming profit, first £100,000 exempt | Fixed licence and supervisory fees |
Capital | No fixed minimum, funding tested | €100,000 for casino games | Adequate working capital, no fixed sum in the Act | Reviewed in the application |
Time to licence | 10 to 12 weeks from acceptance | About 14 to 26 weeks | Case by case | Case by case |
Validity | Up to 5 years | 10 years | Set by regulations under the 2025 Act | Annual fees due each 15 January |
EU member | No | Yes | No | No |
Standing with banks and partners | Selective, 53 licence holders on 16 September 2026 | First EU state to regulate online gaming | New Gambling Act in force since 1 April 2026 | New direct licensing since 24 December 2024 |
The Isle of Man is not the cheapest place to start, and Gibraltar's duty is lower. The island offers a defined 12-week review, one licence for every vertical and a regulator partners respect.
Isle of Man vs Malta
Malta charges €5,000 to apply and €25,000 a year for a B2C licence, and a casino licence needs €100,000 of share capital. An MGA licence is valid for 10 years against up to 5 on the island, and Malta is inside the EU. See how to get a Malta gaming licence or become a gambling software provider in Malta. Isle of Man vs Gibraltar
Gibraltar's Gambling Act 2025 came into force on 1 April 2026. A new B2C operator pays £30,000 to apply and £50,000 a year below £20 million of yield. Gibraltar's duty is only 0.15% of gross gaming profit, with the first £100,000 exempt, so on £2 million of yield it is about £2,850 against £30,000 on the island. Isle of Man vs Curaçao
Curaçao's National Ordinance on Games of Chance came into force on 24 December 2024, and the Curaçao Gaming Authority now licenses operators directly. Its fee guidance of 15 October 2025 sets about $55,000 a year for B2C: a $28,400 licence fee and a $26,600 supervisory fee. The Isle of Man offers the longer track record, with a regime dating from 2001. Read more: the best jurisdictions for igaming company formation.
Who an Isle of Man Gambling Licence Is Wrong For
An Isle of Man gambling licence is a poor fit for a start-up with little capital. A full licence costs £42,000 in GSC fees in year one before any running costs. A sub-licence on a full licensee's platform is often the better first step.
An online gambling licence in the Isle of Man also does not suit anyone who wants to run the business from another country and use the island only for its name, because the GSC refuses brass plate set-ups. An operator focused on Great Britain needs a UK Gambling Commission licence either way, and one focused on a single EU market may prefer an iGaming business in Malta.
Common Mistakes When Applying for an Isle of Man Gambling Licence
These mistakes delay an Isle of Man gaming licence more than anything else, and each one is avoidable with a well-planned file.
Naming the Wrong Licence Category
The checklist says 'B2B', 'software' and 'full' are not licence categories. Use the GSC's own categories, such as Casino Games (RNG) or General Betting (Fixed Odds), and match them to the projections.
Treating the Designated Official as a Nominee
The GSC wants a Designated Official who knows the business and genuinely does the job, not a name on a form. A nominee with no real involvement is the quickest way to raise brass plate concerns.
Filing Projections Off the Template
Forecasts in several currencies, in a Word document or without a sensitivity analysis draw long rounds of questions. The GSC wants its Excel template, in pounds, with the assumptions explained.
Confusing an Online Licence With a Casino Licence in the Isle of Man
An Isle of Man casino licence under the Casino Act 1986 covers a land-based venue only. An online casino needs a full OGRA licence, so apply under the right regime from the start.
