What a Virtual Office in the UAE Is
A virtual office in the UAE is an address and workspace arrangement that a licensing authority accepts in place of a private office. In free zones it usually takes the form of a flexi desk, virtual desk or co-working membership bundled with the licence. On the mainland, a few licence types let a company start without an office for a set period.
Flexi Desk, Virtual Desk and Co-Working
A flexi desk gives shared workspace access and a lease document. A virtual desk is usually an address and registration with little or no workspace. Co-working memberships add access by day, week, month or year. Meydan says its flexi desk includes a registered business address and reception and mail handling, and satisfies workspace requirements for licensing and visa applications.
Why the Office Matters
The office is tied to three things: your licence, your visa quota and your bank file. Masdar City Free Zone says businesses must choose an office solution based on visa eligibility and operational needs, and DMCC says visa numbers depend on office size and licence type.

Who It Suits
Consultants, agencies, software and media companies, e-commerce sellers, holding companies and founders who work from home or abroad. Businesses that hold stock, receive customers or need many visas usually outgrow it quickly.
What It Is Not
A virtual office is not a way to trade without a licence. Using a UAE address to do business with no licence breaks the rules in every emirate; Dubai's fee schedule fines unlicensed trading AED 5,000. A foreign company that only rents an address still needs a UAE licence to trade in the country.
Virtual Office Options on the UAE Mainland
Mainland options are narrower than in free zones, but they exist in Dubai, Abu Dhabi and Sharjah.
Dubai
Dubai's Instant Licence lets a company operate on a "virtual site" for its first year, with an electronic memorandum; Gulf News reported more than 32,000 instant licences issued since 2017. After that, a mainland company needs an Ejari-registered lease. Dubai also has a lower-cost "sustainability" tenancy for small mainland firms, reported to allow up to four visas, which Mashreq accepts as address proof. Business centres sell virtual office packages with Ejari, but at least one says its package creates no visa quota. Abu Dhabi
ADRA's Tajer licence needs no office lease for the first three years, and the Standard licence lets some activities start without an office in the first year; in 2022 Abu Dhabi exempted about 1,200 activities from the lease requirement for a year. Sharjah and the Northern Emirates
Sharjah's e-commerce licence needs no physical location and is open to citizens and residents, and its Eitimad home licence is for UAE nationals. Sharjah says a standard licence cannot be run from home. In Ajman, the lease is authenticated by the municipality after the licence is issued.

When You Need More Than a Desk
Some zones skip the desk and start at an office. DAFZA lists 25 square metre offices with two or three employment visas and a 50 square metre office with six, and no flexi desk. SAIF Zone's office, executive office and suite come with 3, 5 and 8 visas. Ajman Free Zone's offices come with two visas.

Dubai
Meydan includes a flexi desk with every licence, with a registered address and mail handling. DWTC Free Zone offers co-working hubs and flexi desks with mail management and a virtual receptionist. Umm Al Quwain bundles a co-working lease in its LYTE and START packages, and Fujairah Creative City includes a 24/7 flexi desk in every package. Ajman Free Zone offers a business centre and offices with two visas.
Registered Address Rules in ADGM and DIFC
The financial free zones have their own address rules. In ADGM, non-exempt special purpose vehicles and foundations must appoint a licensed company service provider, and registered office providers are regulated. In the DIFC, a prescribed company can use a corporate service provider's registered address instead of leasing space, but it cannot hire employees or carry on commercial activity. Most free zones tie the visa quota to the desk or office you rent, and a flexi desk usually allows only a small number of visas. Dubai Silicon Oasis has advertised up to two visas per flexi desk, and Fujairah Creative City's Elite package includes one. On the Dubai mainland, the sustainability tenancy was reported to cap visas at four.
How Visa Costs Add Up

What a Virtual Office in the UAE Costs
A virtual office in the UAE costs as little as the free zone package that includes it, or a few hundred dirhams a month from a business centre on top of a licence.
Free Zone Packages
The cheapest published packages with a desk are Fujairah Creative City's AED 3,999 media package and Umm Al Quwain's AED 5,500 LYTE package, both without a visa. Masdar City sells a standalone virtual desk at AED 6,000 a year.
Business Centres
Business centres sell registered addresses and mail handling, and some add Ejari or Tawtheeq registration. Servcorp lists an address package from AED 900 a month, a virtual office package from AED 1,500 and Ejari, Tawtheeq or ADGM registration from AED 1,200 a month. These are market prices and change often.
A PO Box
Emirates Post rents corporate PO boxes from AED 995 a year, plus AED 70 registration. A PO box alone is not an office for licensing, and banks treat a post-box-only address as a red flag.

Banking With a Virtual Office
Banks look closely at the address. Mashreq's account guidelines accept Ejari, a tenancy agreement or a sustainability contract as address proof, within 90 days of opening; for business centres it asks for photos of a lockable office, and for shared workspaces it accepts the signatory's UAE home address.
What the Central Bank Tells Banks
The Central Bank's guidance on legal persons lists shell company indicators that banks check, including an address of mass registration, only a post-box address, no physical presence and no employees. A company with a flexi desk, no staff and all owners abroad matches several of them, so expect more questions.

The 0% Free Zone Rate
A free zone company that wants the 0% Qualifying Free Zone Person rate must carry out its core income-generating activities in the free zone, with adequate assets, full-time employees and operating expenditure, according to the FTA's free zone guide. The guide does not mention flexi desks. Its one example of an office with no staff that still meets substance is a holding company whose board meets there. The 0% Band Still Applies
Income can still fall within the 0% band up to AED 375,000, and Small Business Relief is available for revenue up to AED 3 million. Read about UAE corporate tax for companies.
Foreign Companies and Permanent Establishment
The FTA's guide for non-residents says a shared space, a rented space or even a hotel business centre can be a permanent establishment if a foreign company conducts business there with some permanence, typically more than six months in a year. A foreign company using a UAE office regularly may owe UAE corporate tax.
Tax Residency Certificates
The FTA asks companies for a licence and a lease agreement when they apply for a tax residency certificate, and charges AED 50 plus AED 500 for corporate tax registrants. A desk agreement from a free zone usually serves as the lease.

On the Dubai mainland, a company that started on the Instant Licence's virtual site must register an Ejari lease before its first renewal, and Abu Dhabi companies exempted from a lease for the first year must have one at or before renewal. Changing the address also means updating the bank, the tax authority and your website, so plan the move rather than doing it in a hurry.

Buying the Cheapest Desk and Then Hiring
A flexi desk limits visas. Upgrading later costs more than sizing it right.
Using a PO Box as the Address
A post-box-only address is a Central Bank red flag and does not satisfy licensing.
