Yes. A non-resident can open a personal savings account at several UAE banks, and a UAE company owned by non-residents can open a business account at some banks. What a non-resident usually cannot open is a personal current account, and most business packages still ask for a UAE-resident signatory or a visit.

What Banks Look For

A UAE bank looks for owners it can identify, evidence of where the money comes from, a clear reason to bank in the UAE and, for a company, a valid licence. The Central Bank's due diligence guidance says verification "is typically more difficult for non-residents than local customers", so banks apply more checks to them.

Why You Usually Have to Visit

The Central Bank's digital identification guidance says that where a passport rather than an Emirates ID is used, a copy should be taken from the original and certified as "Original Sighted and Verified". Its 2025 guidance adds that a video call relationship does not count as non-face-to-face onboarding. In practice, a non-resident with only a passport meets the bank, or signs in front of a bank official, at least once before a non-resident bank account in the UAE is opened.

What Banks Refuse

The same guidance lists customers banks should not onboard, including companies issuing bearer shares or owned by nominee shareholders, cases where the beneficial owner cannot be identified, and anyone who will not provide due diligence documents. For non-resident companies with complex ownership, the first ownership layer's documents should be notarised.

Documents for a Personal Account

Banks typically ask non-residents for a passport, proof of home address from the last three months, bank statements and proof of income or wealth. Emirates Islamic also accepts a reference letter from your home bank covering at least 12 months.

What It Costs to Run

A UAE non-resident bank account for a company depends first on how and where the company is licensed, then on the bank's rule on signatories.

Banks That Accept Non-Resident Businesses

First Abu Dhabi Bank's Business Call Account is published as open to residents and non-residents, with multi-currency options for non-resident SMEs; its debit card is for residents only, and closing within six months costs AED 150. ADCB's Islamic Business Call Account accepts companies classified as non-resident or offshore. HSBC accepts non-resident signatories on business accounts with a passport, signed in front of a bank official at a branch.

Banks That Want a Resident

Mashreq's NEO BIZ terms require at least one partner or power of attorney on the account who lives in the UAE, and Emirates NBD's digital business terms require a UAE-resident signatory. Wio verifies identity with an Emirates ID or UAE visa, and Ruya requires UAE residence and UAE PASS.

Mainland and Free Zone Companies

A company licensed on the mainland or in a free zone has the widest choice. Banks treat a company with an office and a resident manager as a stronger file than a flexi desk with every owner abroad. Meydan Free Zone says on its own bank assistance page that non-resident founders cannot activate a UAE corporate account without first becoming resident, which shows how strict the rule is at many banks. An offshore company, such as one registered with RAK ICC or JAFZA Offshore, has no UAE trade licence, so Wio, Mashreq NEO BIZ and the other digital accounts are closed to it. You Want to Hold Savings in the UAE

The documents a company needs for a non-resident bank account in the UAE are the same as for residents, with more weight on identity and funds because the owners are abroad.

Tax Reporting on a Non-Resident Bank Account in the UAE

Opening a UAE account does not hide it from your home tax authority. The UAE has exchanged information under the Common Reporting Standard since 2017, and its list of participating jurisdictions reached 125 in June 2026. Every bank collects a self-certification with your tax residence and tax number, and the Ministry of Finance says a false self-certification carries an AED 20,000 fine. US persons are covered by FATCA under the UAE's 2015 agreement with the United States.

Do You Become UAE Tax Resident

Not by opening an account. Under Cabinet Decision No. 85 of 2022, an individual is UAE tax resident if their usual residence and centre of interests is in the UAE, or they spend 183 days there in 12 months, or 90 days with a residence permit and a permanent home or job. The FTA issues tax residency certificates for AED 50 plus AED 1,000 for an individual, within 10 business days.

Keeping the Account Open

A non-resident bank account in the UAE needs looking after, because banks review accounts owned from abroad more often.

Dormancy

Under the Central Bank's dormant accounts regulation, C 9/2025, an account with no customer activity or contact for three years becomes dormant if you hold no other active account at the bank. After five years dormant, with no known address, the balance moves to the Central Bank's unclaimed balances account. Banks cannot charge to reactivate or close a dormant account.

Closure by the Bank

For personal accounts, the Central Bank's consumer protection standards require 60 days' written notice and reasons before a bank closes an account, except where it suspects financial crime. Blocks need a legal basis and written notice within 24 hours.

Updating Your Details

Renew your passport, address and tax details when they change, and answer periodic due diligence requests quickly. Missed requests are a common reason for restrictions.
