How to Get a Freelance Licence in Abu Dhabi (2026)

A freelance licence in Abu Dhabi lets you work for yourself in the capital, invoice clients in your own name and, on most routes, live in the UAE without an employer sponsoring you. It suits consultants, developers, designers, trainers, translators and creators who want to work independently without forming a full company.

The hard part is that Abu Dhabi has two quite different freelance routes. The Abu Dhabi Registration Authority issues a home-based Freelancer licence on the mainland, and the Creative Media Authority runs a freelance programme for media, gaming and creative work. Each has its own activity list, eligibility, visa set-up and banking rules, and picking the wrong one can mean paying twice.

This is where we come in. We form UAE companies and plan freelance setups, so the licence, the activity, the visa and the bank file all run through one team. You get one clear price, and we tell you when a small company suits you better than a permit.

Ready to go independent in the capital? Our team plans Abu Dhabi freelance and company setups.

Freelance Licence or Company

A freelance licence is cheaper and simpler, but it covers one person and a set list of activities, and it generally cannot hire staff. A small company costs more but can grow, employ people, trade under a brand and hold a corporate bank account. Our guide to the types of companies in the UAE compares the options.

Get a Freelance Licence in Abu Dhabi

Going freelance in the capital is very doable once the route and the activity are right. This is what we do for you.

  • Right route first: ADRA Freelancer, CMA or a small company matched to your work.
  • Activity checked: Your service mapped to an approved activity.
  • Paperwork in order: Qualifications, NOC and certificates prepared.
  • Visa planned: Residence and family sponsorship mapped from day one.
  • Bank file built in: An account that fits how clients pay you.
  • Clear pricing, no surprises: One quote, with every fee listed.

Growth in 2026

Demand for a freelance licence in Abu Dhabi has grown faster than almost any other licence type. ADRA issued 2,065 Freelancer licences in 2024, up 104%, and 3,502 in 2025, up 70%. In the first quarter of 2026 freelance licences rose 261% year on year, while all new economic licences rose 21%.

The ADRA Freelancer Licence

ADRA's Freelancer licence is the mainland route. It is a sole proprietorship that you run from home, applied for through the TAMM platform with UAE PASS.

Who Can Apply

ADRA's current page lists UAE nationals and residents, including people in full-time jobs. Foreign investors do not need a local service agent. A 2021 ADDED release also mentioned non-residents, but the live ADRA page does not, so plan on needing UAE residence.

What It Costs

The base fee is AED 1,200 for six activities, and each extra activity costs AED 100. When the licence launched in 2020 it cost AED 530 and covered 48 activities, so older guides quote lower prices. The National put a typical all-in cost, with a residence visa for the holder and family, at about AED 5,175 in 2024.

Activities

The list has grown to about 100 activities. ADDED added 11 in November 2021, including accounting and auditing, tax consultancy, AI consultation, IT network services and database design, and 30 more in August 2024, including AI development, 3D modelling, electronic and software design, data classification and analysis, and online support. Earlier activities include IT consultancy, design, translation, photography, marketing, HR consultancy and architecture.

Experience and Qualifications

Applicants need experience in the field or an academic or professional achievement. ADDED's 2021 release set this at three years' experience or a relevant achievement, and ADRA asks for attested academic qualifications or experience certificates and professional certificates.

The NOC Rule

ADRA lists a no objection certificate among the required documents. At launch, government employees needed an NOC from their employer, private-sector staff needed their employer's approval and part-time workers did not need one. ADRA's current page does not restate the categories, so ask your employer for a written NOC if you are employed.

Clients and Residency

Holders can work with mainland companies and free zone companies. ADRA says holders can secure Abu Dhabi residency for themselves and their families.

The Licence and the Federal Work Permit

ADRA's Freelancer licence is an economic licence, the permission to trade in Abu Dhabi. Separately, the federal labour ministry, MOHRE, lists a freelance work permit among its 13 work permit types, for people who work independently on a self-sponsored residence without an employer or employment contract. Working in the UAE without a valid work permit is illegal under Article 6 of Federal Decree-Law No. 33 of 2021. The green visa asks for the MOHRE permit specifically, and MOHRE does not publish its fee on a page we could verify, so confirm it when you apply.

The Creative Media Authority Freelance Programme

The Creative Media Authority regulates Abu Dhabi's Creative Zone, formerly Media Zone Abu Dhabi, home to twofour54. Its freelance programme is built for media, production, entertainment and gaming work.

Activities

It covers more than 120 roles across 88 general and 33 gaming activities, from actors, animators, directors and cinematographers to sound engineers, game developers, VR and AR specialists and esports professionals.

Fees and Timing

Licence and registration fees are waived for the first two years for new freelancers, with terms, and the first three activities are free under an introductory offer. There are six-month and 12-month packages, and the licence is issued within about 14 working days, not counting the visa.

Visa Costs

AED 3,433.50, or AED 4,641 urgent

Two-year visa and Emirates ID, urgent

AED 4,746

Health insurance

From about AED 1,200, plus AED 315 service charge

Normal processing is about ten working days per visa step, and urgent about five.

Rules to Know

CMA freelancers cannot hire employees. The residence visa is sponsored by CMA, except for GCC nationals, who do not need one. CMA says holders can open personal bank accounts with proof of contracts or upcoming work. Applicants have typically needed a passport, photo, CV, two references and a work offer from a partner or a business plan.

Which Abu Dhabi Freelance Route Fits You

Consultants, Developers and Other Professionals

The ADRA Freelancer licence usually fits. It is cheap, home-based and lets you work with mainland and free zone clients. Check that your service is on the activity list.

Media, Film, Gaming and Creative Work

The CMA programme fits better, because its activity list is built around creative roles and its first two years have no licence fee.

Emirati and GCC Founders

Tajer gives a trading-capable licence with no lease for three years, and Emirati women working from home can use Mobdea from AED 860.

Selling Products Online

A freelance licence is for services. To sell goods, you need an e-commerce activity on a trade licence. Read about the e-commerce licence in Abu Dhabi.

Planning to Hire

If you expect to employ people within a year, start with a small company. Our guide to the trade licence in Abu Dhabi covers the Standard licence and ADRA's other types.

Freelancing by Profession in Abu Dhabi

Tech and AI

ADRA's list now includes AI development, AI consultation, software and electronic design, database design, data classification and analysis, and IT network services. Developers building a product rather than selling services may be better served by a company, especially if they plan to raise money.

Finance and Advisory

Accounting and auditing services, review of accounting systems, tax consultancy and Sharia review consultancy were added to the Freelancer licence in 2021. Check whether your profession also needs its own registration before you take on clients.

Design, Marketing and Translation

Design, marketing, photography and translation were among the first activities on the list and remain common choices. If you also sell prints, products or templates, you may need a trade licence alongside the freelance one.

Film, Media and Gaming

The CMA programme is built for this work, from production crews to game developers and esports professionals, and its fee waiver makes the first two years cheaper than any mainland route.

Other Abu Dhabi Options Close to Freelancing

The Virtual Licence

If you live abroad and want an Abu Dhabi business without moving, ADRA's Virtual licence lets a foreign investor set up a sole proprietorship or LLC from outside the UAE, with no office, for AED 790 to AED 5,500. It does not come with residence.

A Small LLC

An LLC can have one owner and no fixed minimum capital, hire staff and hold a corporate account more easily. Read about LLC formation in the UAE.

A Free Zone Company

The Airports Free Zone's Starter package costs AED 6,000 a year with no visa, and KEZAD's one-visa package AED 9,450. Read about free zone company formation in the UAE.

How to Get a Freelance Licence in Abu Dhabi

These are the steps for the ADRA route. The CMA route follows the same order through the CMA website.

Check Your Activity

Confirm that your service is on the approved list and that your experience or qualification matches it.

Get Your NOC

If you are employed, ask your employer for a written no objection certificate before you apply.

Apply on TAMM

Log in with UAE PASS, reserve a trade name, select your activities and upload your documents. Fees are paid on TAMM by card, and the licence is downloaded from your TAMM locker.

Arrange Residence

If you need a visa, plan the entry permit or change of status, medical, Emirates ID and health insurance after the licence is issued.

Open a Bank Account

Open an account that fits how your clients pay you, and register for tax once you pass the thresholds.

Documents for a Freelance Licence in Abu Dhabi

  • Passport copy and photo
  • Emirates ID and residence visa, if you already live in the UAE
  • Attested academic qualifications or experience certificates
  • Professional certificates for your field
  • A no objection certificate from your employer, if employed
  • Trade name options and chosen activities
  • For CMA, a CV, references and a work offer or business plan

Foreign certificates need legalisation in the issuing country and attestation by the UAE Ministry of Foreign Affairs, which can take weeks.

Start Freelancing in Abu Dhabi

Most delays come from the activity list or missing paperwork, so we check both first.

  • Activity matched: Your service mapped to ADRA's or CMA's list.
  • Documents ready: Attestations and NOC started early.
  • Visa arranged: Medical, Emirates ID and insurance in order.
  • Family planned: Sponsorship checked against the rules.
  • Bank ready: A file that fits the bank or partner you will use.
  • One team: Licence, visa and banking handled together.

Visas for Abu Dhabi Freelancers

Residence Through Your Licence

Most Abu Dhabi freelancers live in the UAE through their licence or permit issuer, with an entry permit or change of status, a medical, an Emirates ID and health insurance. The visa depends on the licence staying valid, so renew both together.

The Green Visa

The green visa gives freelancers five years of residence without a sponsor. Abu Dhabi's economic department lists three conditions: a MOHRE freelance work permit, a bachelor's degree or specialised diploma, and freelance income of at least AED 360,000 a year for the previous two years, or proof of financial solvency. The Abu Dhabi Residents Office says it is not currently taking nominations for this category, so applications go through ICP.

The Golden Visa for Creatives

Abu Dhabi's golden visa for creatives in arts and culture gives ten years, including a spouse and children, across three tracks: pioneers, top talents and distinguished professionals with five years' experience and recent published work. Read about the UAE golden visa for business owners.

Sponsoring Family

A sponsor generally needs a monthly income of at least AED 4,000, or AED 3,000 plus accommodation, and ICP takes a guarantee per family member. Read about the UAE investor visa for the full family rules.

Health Insurance for Freelancers

In Abu Dhabi, employers and sponsors are responsible for health cover for the people they sponsor, and a valid policy is needed before a residence is issued or renewed. Daman's Abu Dhabi Basic plan starts from AED 750 a year, and CMA quotes health insurance from about AED 1,200 plus a service charge. If you sponsor family, budget a policy for each person.

Tax for Abu Dhabi Freelancers

Corporate Tax

An individual's business comes into corporate tax only once its turnover passes AED 1 million in a calendar year. A resident freelancer who passes the threshold registers with the Federal Tax Authority by 31 March of the following year, and returns are due nine months after the calendar year ends. The rate is 0% on taxable income up to AED 375,000 and 9% above it, and Small Business Relief covers revenue up to AED 3 million for tax periods ending by 31 December 2029. Read about UAE corporate tax for companies.

VAT

VAT registration is mandatory once taxable supplies pass AED 375,000 in 12 months, and voluntary from AED 187,500. Services to clients outside the GCC are often zero-rated. Read about UAE VAT registration for new companies.

Pension for Emirati Freelancers

From 2026, self-employed Emiratis and freelancers aged 18 to 55 can join the federal pension scheme voluntarily. It does not cover expatriates.

Banking for Abu Dhabi Freelancers

Banking is the hardest part of freelancing in the capital. Banks decide case by case, and they usually ask for the licence, passport, visa and Emirates ID, proof of address, recent bank statements and at least one client invoice or contract. CMA says its freelancers can open personal accounts with proof of work. ADCB's e-Business account is limited to Emiratis and GCC nationals with an e-Trader licence. Mashreq's NEO BIZ is open to businesses owned entirely by individuals, with plans from AED 99 plus VAT a month.

If you move to a company later, most banks treat you as a new customer. Read about opening a business bank account in the UAE. Our partners open multi-currency accounts for small UAE companies in days, online and with no resident signatory, which helps if your clients pay from abroad. Working With Clients

Contracts

Put every engagement in writing, with scope, fees, payment terms and who owns the work. A freelancer is paid per task or service and is not an employee, so a payment dispute is a contract matter.

Invoicing

Invoice in your licensed name with your licence number. Once you are VAT-registered, a tax invoice is due within 14 days of the supply.

E-Invoicing

The UAE's e-invoicing rollout requires businesses with revenue under AED 50 million to go live by 1 July 2027. Freelancers who are in scope will need an accredited e-invoicing provider, so watch the Ministry of Finance's timetable.

Promoting Your Work

Since 1 February 2026, people who advertise for others on social media need an advertiser permit from the National Media Authority. Promoting your own business on your own account is exempt.

Renewing a Freelance Licence in Abu Dhabi

The Freelancer licence is renewed each year through TAMM, and the visa, Emirates ID and insurance must stay valid alongside it. Abu Dhabi waived late renewal fines from 15 May to 15 August 2026, but normal fines resumed on 16 August 2026, so renew before expiry.

Moving From a Freelance Licence in Abu Dhabi to a Company

Many freelancers outgrow the permit. The usual triggers are hiring a first employee, signing a client that insists on contracting with a company, raising investment or needing a corporate bank account that a freelance licence cannot get.

What Changes

A company, usually a single-owner LLC, can employ staff, sponsor more visas, hold stock and trade under a brand. It needs a memorandum of association, notarised by the Abu Dhabi Judicial Department for AED 50 online, and a Tawtheeq-registered lease for most licence types, although ADRA says the office is optional in the first year for some activities.

How to Switch

You apply for the new licence first, move clients and contracts to the company, then cancel the freelance licence once nothing depends on it. Keep the visa valid through the switch, because a gap can mean exit and re-entry or a grace period to manage.

Living in Abu Dhabi as a Freelancer

Your home is also your office on the ADRA route, so housing costs matter more than for a company founder. Abu Dhabi froze rent increases on residential and commercial renewals and new contracts from 2 June 2026, replacing the previous 5% annual cap. Register your home lease on Tawtheeq, because it is also your proof of address for the bank and for family sponsorship.

Abu Dhabi, Dubai or the Northern Emirates

Abu Dhabi's Freelancer licence is among the cheapest in the country at AED 1,200 before the visa. Dubai's GoFreelance and Expo City permits cost more but come with free zone addresses, and the northern emirates sell bundled packages with visas. Our guide to the freelance licence in the UAE compares every emirate.

Common Mistakes When Freelancing in Abu Dhabi

Choosing an Activity You Cannot Evidence

Your experience or qualification must match the activity, so choose one you can prove.

Applying Without an NOC

If you are employed, get the NOC first, or the application stalls.

Assuming You Can Hire

Freelance routes are for one person. CMA says so directly, and hiring needs a company.

Leaving Banking to Last

Banks want invoices or contracts, so line up your first client before you apply for an account.

Missing the Tax Threshold

Track turnover each year. Late corporate tax registration costs AED 10,000.

Bottom Line

A freelance licence in Abu Dhabi comes from ADRA for home-based professionals from AED 1,200, or from the Creative Media Authority for media and gaming work, with licence fees waived for the first two years. Both need proof of experience, and employed applicants need an NOC. Plan the visa, insurance and bank account together, and move to a company once you want to hire.
