Why the Best UAE Banks Are Hard to Open for an Offshore Company

The best UAE banks are onshore banks licensed by the Central Bank, and they check an offshore company like any other customer. There is no special offshore banking licence in the UAE. An offshore company has no trade licence, often no resident on the file and no obvious reason to hold money in the country. Refusals are common, and most come from a poor fit with the bank's rules, not from a problem with the company.

No Trade Licence and No Resident Signatory

An offshore company registered with RAK ICC, JAFZA Offshore or Ajman Offshore gets a certificate of incorporation, not a trade licence, and the registries bar it from trading inside the UAE. Emirates NBD's account opening FAQ says at least one signatory must be a UAE resident, and ADCB's SmartStart account is limited to UAE nationals and residents with a valid visa. The fast digital business accounts need a UAE trade licence and a signatory with an Emirates ID, so an offshore company with owners abroad cannot use them either. A Meeting at the Branch

Most UAE branch banks want to meet at least one signatory in person, and that rule became stricter after the UAE left the FATF grey list in February 2024. For an owner in London or Singapore, it means a trip to the UAE before the company can receive its first payment. For an offshore bank account, UAE branches also expect original documents or attested copies at that meeting.

The Three Business Day Rule and Who It Leaves Out

Central Bank of the UAE Circular C 2/2026, the SME Customer Protection Regulation, came into force on 13 September 2026. Article 4 requires a bank to open an SME account within three business days when the applicant is low risk and the file is complete. It is a real improvement, but the clock only starts once the bank classes you as low risk, and a new offshore company with owners abroad rarely is on day one.

This is the most common reason for a decline. The bank asks why the money needs to sit in the UAE rather than where the business operates, and if the only answer is tax, the file is refused. A UAE customer, a UAE supplier, property in the country, a trade route through the Gulf or a resident director all answer the question. Document that link before you apply.

Long Ownership Chains

Two layers between the account holder and a real person are normal. Four layers across four countries usually end the application. Every layer has to be documented, verified and explained up to each ultimate beneficial owner, and at some point the checks cost the bank more than the account will earn.

Source of Funds Without Evidence

Saying the money came from the sale of a business is not evidence. The share purchase agreement, the completion statement and the bank statement that received the money are. Honest applicants often fail here because the papers were never collected.

High-Risk Sectors UAE Banks Avoid

Crypto and virtual assets, gaming, money services, forex, precious metals, adult content, cannabis and defence are declined by most UAE banks, whatever the structure or the balance. How Much Money It Locks Up

Read the middle columns first. FAB has the lowest published minimum and is the only bank that states in writing that non-residents can apply, while Emirates NBD, the most experienced, asks for a resident signatory. So for an offshore bank account, UAE founders should pick the bank by who signs and how the money moves, not by the headline figure. Treat every published minimum as a floor.

Founders often ask for the name of a bank which opens an offshore account in the UAE. The honest answer depends on the registry, the owners and the money, as the profiles below show.

Emirates NBD

Emirates NBD has the deepest experience of offshore files and is the right first application for a clean structure with documented funds. Its Business Banking schedule of charges, version 06/2025, sets Proprietor and Prime at AED 50,000, with fall-below fees of AED 262.50 and AED 157.50 a month, while Connect has no minimum and costs AED 261.45 a month after the first 30 days. Expect it to ask for a UAE-resident signatory, a branch visit and a review of 3 to 6 weeks. It is the wrong first choice for an ownership chain across several countries.

RAKBANK

RAKBANK is the most accessible branch bank for a RAK ICC holding company, since both sit in Ras Al Khaimah. Its price guide effective 18 April 2026 sets the Business Current Account at a AED 25,000 monthly average balance, with AED 103.95 a month in maintenance and AED 52.50 a month if the balance is not held. RAKstarter has no minimum, but its key facts statement limits it to companies with a valid UAE trade licence. RAKBANK also commits in writing to open an account within two business days of a signed application with complete documents.

First Abu Dhabi Bank

FAB has the lowest entry minimum of the large banks and the clearest position on non-residents. Business Basic needs AED 10,000, with a AED 250 monthly fee if the balance falls below it. Its Business Call Account key facts statement says the account is open to both UAE residents and non-residents, with multi-currency options for non-resident SMEs, although the debit card is for residents only. That makes FAB the sensible first approach where no signatory holds a UAE visa. Reviews run 3 to 8 weeks.

Mashreq, ADCB, HSBC UAE and Standard Chartered

These four take offshore files selectively. HSBC's corporate tariff effective 1 October 2026 sets current accounts at a AED 20,000 minimum balance, with AED 150 a month below it and a AED 920 monthly maintenance charge per entity. ADCB's SmartStart has no minimum and a AED 125 plus VAT monthly fee but needs UAE residents, and its Business First tiers start at AED 500,000. Mashreq prices each relationship on its own terms and is usually slower. HSBC and Standard Chartered are strongest where the owner already banks with them in another country, and reviews at all four commonly run 4 to 10 weeks.

Choosing a UAE Offshore Bank Account by Company Type

For an offshore bank account, UAE banks look at where the company is registered, what it owns and where its money moves. These are the five profiles we see most often.

A RAK ICC Company

RAK ICC is the most widely banked of the three offshore registries. Its 2026 fee schedule sets incorporation at AED 3,250 and renewal at AED 3,950 for one year, and it requires no audit. RAKBANK is comfortable with RAK ICC files, and Emirates NBD, Mashreq and ADCB also take them. With no audited accounts, the bank relies more on your source of funds evidence.

A JAFZA Offshore Company

JAFZA Offshore is the only offshore registry inside the Emirate of Dubai. RAK ICC sits in Ras Al Khaimah and Ajman Offshore in Ajman. JAFZA requires a company secretary and an annual audit, so a compliance officer has audited accounts to read, and its files are generally seen as slightly easier to bank. The cost is higher: AED 10,000 to register and about AED 15,000 to AED 25,000 a year once the secretary and the audit are included. An Ajman Offshore Company

Ajman Offshore is the weakest of the three for banking. It publishes the least about its rules and fees, many UAE banks decline its companies outright, and its property rights are limited to the Emirate of Ajman. For an Ajman company, a partner account is usually the practical route.

A Company That Holds Dubai Property

Property gives the bank the UAE link it looks for. A RAK ICC company can register Dubai freehold property under a memorandum signed with the Dubai Land Department on 16 July 2019, with a No Objection Certificate from RAK ICC at AED 1,250 per property. JAFZA Offshore companies can own property in designated freehold areas under their own regulations. Expect the bank to ask for the title deed and proof of where the purchase money came from. An International Trading Company

An offshore company that buys and sells outside the UAE pays most of its banking costs in SWIFT fees and currency margins, and it has no local customers to show a bank. For this profile, a partner account is usually the best fit from day one. If the company will sell to UAE customers, it needs a free zone company or a mainland licence instead, because an offshore company cannot trade inside the UAE.

Documents Needed for a UAE Offshore Bank Account

For an offshore bank account, UAE banks and our partners ask for the same three groups of papers: the company's own records, identity evidence for each person behind it, and proof of what the business does and where its money comes from. The first two are routine. The third decides most applications.

For the Company

Expect to provide the certificate of incorporation, the memorandum and articles, and the registers of members and directors. Add a certificate of incumbency or good standing dated within the last 3 months, a board resolution that opens the account and names the signatories, and an ownership chart traced to real people, with percentages at every layer. At RAK ICC a certificate of good standing costs AED 750 and a certificate of incumbency AED 1,000. Banks also want proof that the UBO register is filed. Under Cabinet Decision No. 109 of 2023, an offshore company must record its beneficial owners within 60 days of registration, and an unfiled register stops an application at once.

For Each Shareholder, Director and Signatory

Each person gives a passport copy, with the UAE entry stamp if they have visited, and a proof of home address dated within 3 months. A utility bill is preferred over a bank statement. Add a CV, a bank reference letter dated within 3 months and a tax residence self-certification for CRS and FATCA.

For the Business and Its Money

Write a short note on what the company does, the countries it deals with, the expected monthly volume and why it needs a UAE account. Support the source of funds with signed contracts, recent invoices, audited accounts of the businesses it owns or sale documents.

Legalisation and MOFA Attestation

The UAE is not a party to the Apostille Convention. Documents issued abroad need notarisation, legalisation at the UAE embassy in the issuing country and attestation by the UAE Ministry of Foreign Affairs. This chain takes 2 to 4 weeks on its own and cannot be rushed, so start it during incorporation, not after a bank asks.

On an offshore bank account, UAE banks earn most of their money outside the monthly fee. AED 50,000 held at Emirates NBD earns nothing and is about 15 times the AED 3,250 that RAK ICC charges to form a company for a year. The FX margin costs more still. A company that converts USD 500,000 a year at 1% to 3% over the interbank rate pays USD 5,000 to USD 15,000, against USD 1,250 to USD 5,000 at 0.25% to 1.0%. Ten international payments a month at AED 52.50 online add AED 6,300 a year, or AED 9,456 at the AED 78.80 branch rate.

To be fair to the banks, a company that holds FAB's AED 10,000 minimum pays no monthly fee on Business Basic, and RAKBANK's AED 103.95 a month is less than most partner plans. An offshore company that only moves AED inside the UAE could pay less at a local bank. Few offshore companies work that way, and the partner route costs less as soon as money crosses a border.

The Order That Works

To open an offshore bank account in the UAE at a branch bank, work in this order. Form the company, file the UBO register within 60 days and start attesting foreign documents at the same time. Build the source of funds pack and a short note on volumes, countries and the UAE link. Choose one bank that matches the structure, submit once and attend the branch meeting. When the account opens, fund it to the minimum balance at once, because a shortfall in the first month starts the fall-below fee.

What Slows It Down

Delays come from late attestation, an unfiled UBO register, thin source of funds evidence and slow replies. Most offshore files get two rounds of follow-up questions, and a late answer sends the file back into the queue.

What Happens After the Account Is Open

With an offshore bank account, UAE rules on tax reporting, corporate tax and registry filings apply from the first year, and the bank keeps reviewing the company.

CRS and FATCA Reporting

The UAE has exchanged account information under the Common Reporting Standard since 2017, and US persons are also reported under FATCA. An offshore holding company is usually a passive entity, so the bank looks through it and reports the people who control it, every year. There is no banking secrecy: a UAE offshore bank account is private from the public, not from tax authorities.

Corporate Tax Registration and Returns

Federal Decree-Law No. 47 of 2022 applies to offshore companies too. An offshore company is incorporated under UAE law, so it is a resident person for corporate tax. It must register, get a Tax Registration Number and file a return within 9 months of the end of each tax period. The rate is 0% on taxable income up to AED 375,000 and 9% above it. Many holding companies owe little, but the filing is required either way.

Economic Substance Rules No Longer Apply

Cabinet Decision No. 98 of 2024 cancelled the Economic Substance Regulations for financial years ending after 31 December 2022, so there is no current ESR filing.

Registry Renewals and UBO Updates

RAK ICC renewal costs AED 3,950 a year. There is a one-month grace period, then surcharges of 10% to 50% across months two to five, and a strike-off notice in month six. Any change of beneficial owner must be recorded within 15 days, and a JAFZA Offshore company must also have its accounts audited within 6 months of its year end. A company that is struck off loses its account.

Bank Reviews and Your New Protections

Banks refresh customer files every few years. Tell the bank before you add an owner, change the activity or change the size of your payments. Circular C 2/2026 also protects you: a Key Facts Statement in Arabic and English before you sign, 60 calendar days' written notice of any change to the terms, 30 calendar days' notice before an automatic renewal, and no closing fee on an account open for more than six months.

Who a UAE Offshore Bank Account Is Wrong For

A UAE offshore bank account suits a company with a real reason to bank in the UAE. It is the wrong goal in four cases.

If you want privacy from a tax authority, no UAE account gives it. CRS reporting has run since 2017, and every account is reported.
